To speed up the urbanization of migrant workers in our country and enter a new stage,the first problem to be solved is the research cost calculation.Shandong and Jiangsu are both coastal provinces with relatively developed economy in our country,and both of them have made innovative attempts to speed up the process of citizenization of migrant workers through various ways.As early as 2014,Jiangsu Province actively responded to the call of the National Development and Reform Commission to assume the responsibility of setting national standards and scientifically calculating the average cost in the study of the cost of the citizenization of migrant workers(For example,Jiangsu Province has provided diversified housing for migrant workers in the whole province,and has given different levels of preferential treatment in mortgage interest and repayment period),Shandong Province has not issued any hard measures,which is also one of the reasons for the slow process of urbanization of migrant workers in Shandong Province.Therefore,a comparative analysis of the similarities and differences between the cost of urbanization of migrant workers in Shandong and Jiangsu provinces and the experience of Jiangsu province in controlling the cost of urbanization of migrant workers can not only speed up the process of urbanization of migrant workers in Shandong province,but also serve as a city for migrant workers in other provinces in China.The cost of urbanization of migrant workers in Shandong and Jiangsu provinces is the research object of this paper.In order to obtain more accurate results,we also selected the cost of urbanization of migrant workers in four prefecture-level cities with similar GDP in the two provinces as a reference.At the same time,previous scholars' research methods and research indicators on the cost of citizenization of migrant workers in Jiangsu Province are summarized.Based on the principles of scientific calculation methods and comprehensive calculation indicators,this paper divides the cost of citizenization of migrant workers into two categories: personal cost and public cost.Then,when calculating the current cost of urbanization of migrant workers in two provinces,we chose the classification and summation method and the difference calculation method.It is concluded that the proportion of each index cost in the total cost of migrant workers' citizenization in Shandong and Jiangsu provinces is similar(the proportion of housing cost is the highest and the proportion of sports and entertainment cost is the lowest),but on the whole,the cost of migrant workers' citizenization in Jiangsu province is higher than that in Shandong province(mainly due to the higher housing cost in Jiangsu province).Then,this paper innovatively introduces an equal-dimensional recursive grey prediction model to predict the cost of urbanization of migrant workers in two provinces.We found that starting from 2033,the cost of urbanization of migrant workers in Shandong Province began to surpass that of Jiangsu Province.The reason is closely related to the substantial increase in housing costs in Shandong Province in2030.It can be seen that it is a top priority to speed up the citizenization of migrant workers to curb the excessive increase in housing costs,while other costs related to the welfare of migrant workers,such as the education costs of their children who move with them and the cost of pension insurance,can not be ignored in the process of citizenization of migrant workers.Finally,based on the experience of Jiangsu Province,six suggestions are put forward to speed up the process of urbanization of migrant workers in Shandong Province,such as enriching housing supply and reducing flow costs.
