Since 1990 s, competition between cities is becoming more and more fierce. The three major economic zones of Yangtze River Delta, Pearl River Delta and Bohai ring area are developing competitively. The economic zone of Changzhutan, Shenda, Cheng Yu, Zhongyuan and the economic belt of Wuhan District and Wanjiang etc are seeking integrated development on a higher level with comprehensive orientation based on the breakthrough of administrative divisions. The development strategy of economic zone for city groups has become boosters and lubricants to the regional rapid economic growth.In August, 2013, Shandong formally issued the "Shandong provincial capital city group economic zone development plan" with a detailed interpretation of it. In October of the same year, Jinan immediately issued a "Implementation Opinions on executing ‘Shandong provincial capital city groups economic zone development plan ’(Trial version)" and proposed major tasks such as construct city economic development highland, enhance the driving ability of radiation of capital city, actively promote regional integration and docking, breakthrough Jilai cooperation area first, as well as offered concrete and feasible measures to promote and guarantee them.Zhangqiu, as a city located in Jinan suburb is an important growth pole to support the scientific development of Jinan all the time. It is actively integrated into the capital of Jinan and consciously receive its radiation to seek the help of Jinan development. The development strategy of economic zone for city groups offers significant opportunities to Zhangqiu. How to better integrate into the development strategy of the economic zone for city groups in order to realize a new round of economic development is becoming the most urgent issue that Zhangqiu currently have to face in the aspect of economic development. At present,All cities in Shandong provinces are actively finding methods to speed up the integration into the economic zone for capital city groups. Zhangqiu, as one of the important members of this close zone should actively try to seek greater breakthrough.For this purpose, the paper presents a careful analysis on the advantages and disadvantages of Zhangqiu docking into the economic zone for city groups. The paper researches the development strategy of Zhangqiu docking into the economic zone for city groups, the formulation of relevant policies and measures to accelerate the pace of integration into the economic zone for city groups. The paper also studies further optimization of Zhangqiu’s industrial development pattern and city development layout to help its advantages of location, rich resources and industrial potential turn into development advantages in order to develop new space, create new development advantages, enhance the integrated strength, try to achieve scientific and leapfrog development and occupy more active advantageous position in the new round of development competition.The paper applies literature review, case study, SWOT theory, inductive & deductive analysis method and quantitative analysis method on researching Zhangqiu’s development strategy integrated into the economic zone for city groups. The second part is related to the theoretical basis of regional economic theory, the economic theory of city groups and metropolitan zone and strategic management theory. The third part is the analysis on the strengths and weaknesses of Zhangqiu in economic zone for city groups. Also, the systematical studies on the advantages and disadvantages of Zhangqiu’s integration into the economic zone for city groups. The fourth part analyzes the opportunities and challenges of Zhangqiu’s integration based on SWOT model by researching the proper development strategy of Zhangqiu’s integration. The fifth part is how to make development strategy through the ideas, goals and detailed and concrete policies to promote the integration. The sixth part is the corresponding measures to guarantee the development.
