This paper based on the basic theory of urban agglomeration, sustainable development, risks, to analyzes the present developing situation and risks of Guangxi Beibu Gulf Urban groups. At the same time, provide detailed resolve measures through building the system of early precaution and an comprehensive risk management. The main points are as follows:(1)During the process of sustainable development of Guangxi Beibu Gulf Economic Zone Urban groups, there are four risks:economic risk, social risk, ecological risk and organization management risk. The economic risk includes: economic development risk, financial risk, open economic development risk, price risk; social risk includes value risk, people livelihood risk, the risk of technical innovation, infrastructure construction risk, human resource risk; ecological risk includes:ecological environment construction and protection risk, environment governance risk, cooperation risk; organization management risk includes:management organization system setting risk, mode of operation risk, the risk of urban groups sustainable development planning and design.(2)Through the risk early warning analysis:in the past two years economic risk decreased gradually, and will reach the minimum in2013, since then the risk which will need strict prevention and control; social risk will have greater volatility in the next five years, but it will stay in the middle level and under control; ecological risk decreased in light warning condition in2007after experience heavy level condition in20’s, and slow optimization in control condition; Beibu Gulf Urban Groups system sustainable development of risk in the fluctuations between light warning and no warning in the next few years, are all controllable risks.(3) Make clear the Beibu Gulf Urban groups comprehensive risk management strategy is:the sustainable development of urban agglomeration, internationalization urban group; characteristic urban group. Determine the government, enterprises, non-profit organizations and public jointly established " multiple subject risk management " model. Through constructing the horizontal, vertical and comprehensive risk management system and the comprehensive risk management decision mechanism. And cultivate of comprehensive risk management culture and construct risk management information system in the process, and risk monitoring, risk supervision, feedback and control throughout the whole process of risk management.
