With the coming of knowledge economy era,the enterprises pay more and more attention to the concept of high-end talents with advanced knowledge.The mastery of knowledge capital of high level talents has become the first resource element of the enterprise.The enterprise human capital has become a key after traditional material capital to promote the continuous development of the enterprises.Human capital is the source of enterprise organization innovation.Organization learning is constantly adapt to the change of external environment.A result of the exploration to realize the learning is the investment of human capital,in order to promote the ability of sustained creativity.How about the relationship between human capital and enterprise innovation performance,how to improve the innovation performance of enterprises.This is a problem of human resources management in the present stage.In this study,in the case of high tech enterprises,at home and abroad on the basis of relevant research of learning enterprise human capital, innovation performance and organization, put forward the enterprise human capital elements of learning effects on the innovation performance of influence, exploratory learning level organization of exploration,the stock of human capital,enterprise matching complementarity,special elements such as the impact on organizational innovation performance effect hypothesis.Through the establishment of a theoretical model,designing a questionnaire study,processing the collected data and using the statistical analysis software spss19.0,Finally, the empirical results are analyzed to verify the hypothesis and draw the conclusion, so as to provide rationalization proposals for the organization to improve the innovation performance.The main work of this paper can be summarized as follows:Based on a large number of relevant literature, the enterprise human capital elements are divided into two dimensions of human capital and the human capital structure.Human capital structure can be reflected through whether the mutual cooperation, whether the mutual complement and whether or not the enterprise has a specificity. And this paper analyzes the important measurement index of the organization exploration learning and innovation performance.Through the purpose of the questionnaire to design the relevant questions to investigate.It explores the relationship among the human capital, exploratory learning and innovation performance,and exploratory learning explores the mediating role. Finally using the software to survey the empirical analysis found the stock of human capital do not have positive impact on innovation performance.Human capital matching, complement and specificity exists significantly positive influence on organizational innovation performance, at the same time the enterprise exploratory learning plays an intermediary role between human capital and enterprise innovation performance.
