Research On The Performance Evaluation Of Government Project Special Funds

In the context of the current economic and social development had entered a new normal state, government special fund projects in stimulating local economic growth and foster business development and other aspects of the industry is playing a more and more important role; while a new development environment also required us to be efficient and scientific using of government special funds. Thus, the project of government special funds systematic evaluation, the effect of the project could promote the use of funds to improve the quality and efficiency of the use of funds. Therefore, to build a scientific and rational government special fund project performance evaluation system, project performance evaluation mechanism and government special fund project performance evaluation is an urgent task for government, it also had an important theoretical and practical value.This article was based on the thesis of public investment projects at home and abroad, the government special fund project performance evaluation theory and literature review analysis, focused on the actual situation of the NDRC system special fund government projects, started with the funding for the project being established, preparation, project implementation, aspects of project management, financial management, project completion. The project impact study design include: decision-making performance, management performance, economic performance, affect the performance of four-level indicators, 11 secondary indicators and 37 constitute the three indicators Government special fund project performance evaluation system; Then we designed expert questionnaire, through interviews with 10 experts questionnaire to obtain the data of experts judge the importance of each index level, the use of a group of AHP measure out the right level of performance indicators for each weight coefficient; and finally built a special fund government projects performance evaluation index model, and using thousands of tons of food items YC County as an example, to collect the relevant data operation of the project, use comprehensive evaluation index to construct a model to measure out the YC County, thousands of tons of food items in the performance evaluation index and projects; we found the insufficient and causes of the thousands of tons of food YC County project performance management, then we proposed the strategy and recommendations for improving the county thousands of tons of food YC project performance management.Papers tried to follow the whole process evaluation project ideas, special government funds to build the index system of performance evaluation, and strive to evaluate the content; reverse for some indicators of the establishment of the forward reverse index calculation program for data processing provided calculation basis, with strong innovation. In terms of the use of performance evaluation index system of performance problems can be analyzed longitudinally integrated performance of special government funds project management status and individual indicators, performance comparison between different parts of the government special fund project management can be laterally, and then special funds for government projects performance improvement, making suggestions accordingly lay the foundation for performance management.
