The Sino Russian Border Trade Cooperation Strategy Research

The northeast old industrial base is the foundation and cradle of Chinese industry, and it has made great contributions to the Chinese economic and social development. Because of the extensive constraint Chinese after the reform and opening up the implementation of the unbalanced regional development policy, institutional mechanisms and its development mode of multiple factors, the northeast region is backwardin the new round of economic development. In view of policy change Chinese regional development needs of the northeast old industrial base and the new conditions in 2003, Chinese government put forward "a major strategic plan to revitalize the northeast old industrial base". At the same time, the Russian Far East area of Russia is an important energy base and a strategic base, but because of lack of labor, lack of infrastructure and production is relatively developed and other reasons, the economic development lags behind the European part of Russia. The government of the Russian Federation on political, economic, and security and so on, has developed a strategy of Far East economic development but has not really implemented or poor effect of nest. In 2007, the government of the Russian Federation issued a "far east of Russia and the Baikal region before the 2013 economic and social development of the special planning" and then in 2010 announced the "far east of Russia Baikal region before 2025 and the social and economic development strategy", it is not difficult to find Ross’s determination and expectations of the Russian Far East development. In order to promote the development of Sino Russian regional development strategy and the coordination of regional economic cooperation between China and Russia, China and Russia government has enacted a special "China in Northeast China and the Russian Far East and Eastern Siberia regional cooperation program ’2009-2018’", the program emphasizes the importance of the development in the border areas of cooperation on the bilateral relations, and a detailed list of the two sides should 205 a cooperation scheme and the construction of the project to break the cooperation, has the important guiding significance on the Sino Russian border area economic cooperation.Overall, the Sino Russian border trade development history, present situation and the existence question carries on the thorough discussion and the research, the Sino Russian border trade has grown rapidly, but the scale of the overall trade is small; while the trade structure of the two countries have also changed, the degree of trade dependence is also improved, but many problems still exist in the Sino Russian border trade, has not been fundamentally improved, problems such as unbalanced trade development, trade friction, the trade structure imbalance. Although the development of bilateral trade is restricted by some factors, but also promote the development of border trade in promoting factors between the two countries. Obstacles to temporary, strategic cooperation as a starting point for both countries to overcome the constraints, the beneficial factors, enhance economic and tradecooperationbetween the two countries, the development prospects of the infinite. Based on the analysis of the problem, this paper put forward specific development strategies, put forward the countermeasures from the aspects of the quality of goods, trade structure, trade in services, laws and regulations, investment environment and cultural exchange.
