As the world’s most populous country, China has an arable land per capita far below the world average. In recent years, with the economic development, increase in population, and accelerating industrialization and urbanization, the demand for land resources has been growing. How to achieve the sustainable use of land resources, food security, and make sustainable economic development has become the bottleneck restricting the development of China’s economic development. To ensure the economic supply of land resources, we should adopt comprehensive land management based on the combination of land development and land consolidation, protect arable lands to ease pressure on people’s demand for land, increase the area of land available, improve the utilization of land, achieve sustainable development of land, promote secondary utilization of land, highlight the principle---- whoever undermines land shall bear the remediation, reinforce people’s concept of land protection, integrate land reclamation with land development. Making good land development can effectively alleviate soil erosion and other environmental problems, while economic benefits of mining can provide economic security for land development.This paper adopts literature research, theoretical research, comparative studies, empirical studies and other research methods. Based on the effective review on the current domestic and foreign literature on land regulation, this paper adopts a case study of Comprehensive Rural Land Improvement Project in Luxi County, Pingxiang City, makes a systematic analysis of land use and resource and environment conditions, and land destruction characteristics in the project area, and makes a comparison of land development potential. On this basis, I put forward a pattern some targeted measures and relevant proposals suited to Luxi County. This study is mainly conducted from the following aspects:Firstly, the paper analyses the land use and resource and environment characteristics in the project area from such aspects as the county’s land resources and utilization levels, resources and environment of reclamation area, resources and the environment in the project development area. Pingxiang City is mainly covered by hilly areas, while the land in hilly area is not of stable geological structure. Thus, mountain landslides, mudslides and other natural disasters would occur frequently, with serious soil erosion. In this sense, the comprehensive land management of land reclamation and land development can be carried out to effectively improve the characteristics of ecological environment in the project area. Secondly, it analyses land destruction characteristics in land reclamation and land development area from the status and degree of land destruction in project area and environmental impact, and proposes to select the appropriate reclamation program based on local conditions. Thirdly, it makes a systematic analysis of the potentials and arable land supplement in dex of land reclamation and land development in Comprehensive Rural Land Improvement Project in Luxi County, Pingxiang City, and highlights collaborative model of land reclamation and land development. Fourthly, based on the analysis of land use and resource environmental characteristics, the status quo of destructed land, potential of land reclamation and land development, it puts forward a land regulation pattern for Luxi County. This study will play a positive role on carrying out the comprehensive land management of land reclamation and land development in the research area. In addition to the increase of new arable land, it will effectively control soil erosion in the project area. The ecological environment in the project area will reach a good level over a period of time.
