With the rapid economic development of China, the construction land demand has been increasing, and a large number of cultivated land has beenoccupied for all kinds of human activity, such as urbanization progress, industrialization, industrial restructuring, industrial agglomeration. At the same time, the existence of urban-rural dual structure, which lead the wider gap of urban-rural income and a large number of rural labor flow city. Moreover, it is believed that lacking of unified planning and exit mechanism of the rural housing construction contribute the problems—building housing spontaneously, layout confusing, low efficiency, abandonedhomestead, low effect of rural infrastructure. This restricted the development of rural economy and disobeyed the objective of building a new socialist countryside purpose.Therefore, in order to ease the contradiction between economic development and protection of arable land, and maintain dynamic equilibrium of the total arable land targets, and achieve a new rural construction, improve rural living environment,rural residential land consolidation has been proposed by the government. It is necessary to find out how much and distribution of the potential, before developing the job.Therefore, the potential of rural residential land consolidation assessment is a prerequisite for consolidation planning.Taking XUNYANG County in province as an example, literature research, quantitative analysis, qualitative analysis, superposition and other basic methods and AHP decision analysis method are used to establish rural residential land consolidation. The results are as follows:(1)The rural residential land consolidation is divided into theoretical potential, farmland potential and development potential. The theoretical potential is limited only by the current state of rural residential land, residential households and land use standards constraints. Potential arable land is natural conditions which can be transformed as the use of arable land consolidation potential on the basis of the theoretical potential. Additionally, restricted by land consolidation potential and economic and society, exploitable potential can also be achieved.(2) The number of land use structure XUNYANG is mainly characterized by woodland and farmland; other land types have different degrees of change. Last 10 years have witnessed the changes of different land type. Arable land reduces 2941.47 hectares, forest area increased 2615.22 hectares; there are no significant changes in the grassland area; and water area rises. This changes mainly attribute to the construction of water conservancy facilities projects; construction land ranks high with an annual rate of 121.5 hectares; reduce unused land,10 years,85% of the unused land have been reclamation,what’s more, unused land reserve resources shortage has become the major problem in XunYang land use.(3) There are regional differences in changes of land use spatial structure in XUNYANG. Specifically, the rate of relative change of farmland is much larger than 1 in TONGQIANGUAN Town, CHIYAN Town, SHUHE Town and other three towns, which means that the change magnitude of farmland in the 6 towns is higher than average of the XUNYANG.The rate of relative change of woodland in CHIYAN Town, SHUANGHE Town and XIAOHE Town is larger than 1, which means that the woodland change of the three towns is greater than the all country. The rate of relative change of grass is large than 1 only in some towns, and the spatial difference is not obvious forthe small base area of grassland.For construction land, the change of the XUNYANG County is significant. While changes in the township of construction land are larger, the change rate approaches 1. For water, the addition to the GUOGUANKOU Town, the relative rate of change in the other towns are concentrated in the vicinity of 1,indicating that the changes amplitude close the entire XUNYANG County. Most unused land relative change rate of the town are more than 1, indicating that the magnitude of these changes is higher than XUNYANG Country.(4)We choose XUNYANG typified by mountainous topography and divided into units to analyses the theoretical potential of rural residential land consolidation, farmland potential and development potential. Potential theory of XUNYANG 22 towns is 225.41 hectares. The theoretical potential of high XUNYANG Township located in north-central and south. Farmland potential is 124.168 hectares and mainly distribute around it, including CHENGZONGXI town, SHUHE Town and LVHE Town. Development potential amount to 73.896 hectares and spread in CHENGGUAN Town, ZONGLV Town, LVHE Town, SHUHE Town.(5)Rural residential land consolidations XUNYANG are divided into three levels. The first level contains CHENGGAUN Town, ZONGXI Town, SHUHE Town and LVHE Town. The farmland potential is 63.236 hectares, and the development potential 40.988 hectares. The second level contains SHANGHE Town, MAPING Town, DUANJIAHE Town and XIANHE Town. The farmland potential is 30.897 hectares, and the development potential 15.490 hectares. The rest belongs to the third level. The farmland potential is 30.035 hectares, and the development potential 17.419 hectares.(6) Problems and Solutions of rural residential land consolidation in XUNYANG Country. It is the mainly problems that the unclear of rural land ownership, the centralized management of decentralized resident living, narrow channels funds, and government abuses.For the problems of the rural residential land consolidation,some practical policy measures are raised, including extended publicity, improving rural residential settlements’awareness of land consolidation,compilation planning, establish the difference in finishing style mode of operation, broaden financing channels, strengthen public participation, preparation for the development of the agricultural economy and improve the living standards of farmers.
