The Research Of Land Consolidation Potential In Xinhe County

In the last few years, in order to ensure food security, our country needs to hold fast to the baseline of 1.8 billion mu of cultivated land. Land management is an effective measure to ensure the quantity and quality of cultivated land, and the analysis of land consolidation potential is the precondition for the implementation of land management. The Xinhe County is located in the Aksu area, and is the old oasis in the Weigan River Basin. The research of land consolidation potential in Xinhe County is meaningful to carry out land management, build high standard farmland,and implement the prosperous housing projects and urbanization development of the other oasis in the Basin.In this paper, it has extracted the information of present land use situation in the research area from the multispectral remote sensing image by supervised classification and visual interpretation combine with the reality. It has built the information database of land consolidation potential based on Kqpalanning3.5platform. It also has got the slope information in the research area from DEM image by 3D analysis method of GIS, got its slope grade image, and then we found its slope mostly are between 0 and 6 degree.Based on these information, including the scope of the farmland which can implement land management, the scope of farmland which has carried out land management, and the planning land management projects, setting township as evaluation unit, it has analyses the farmland consolidation potential in research area and got Xinhe County's farmland consolidation potential and potential classification by newly cultivated land coefficient method and ditch, road, ridge coefficient method.The results show that Xinhe County's farmland consolidation potential is 2802.25 hectare, and the larger farmland consolidation potential area is Weingan Xiang,Yuqikate Xiang, Youludusibage Zhen, respectively is 487.35 hectare, 447.30 hectare,433.05 hectare.Based on and agricultural population data in Xinhe County, it calculated per cultivated area is 0.3421 hectare. According the provisions of “countryside homestead management method in the countryside of Xinjiang Uyghur autonomous region” to confirm the normal per capita rural residential area is 267 square meters in Xinhe County. Setting township as evaluation unit, through normal per capita rural residential method to analyze the in the study area, then got the potential classification according to the added area of cultivated land. The results show that Xinhe County's rural construction land consolidation potential is 1344.36 hectare, and the larger construction land consolidation potential area is Yuqikate Xiang, Weigan Xiang,Tashiairike Xiang, respectively is 352.53 hectare, 259.54 hectare, 209.00 hectare.Comprehensive analysis of the Xinhe County agricultural land consolidation potential and rural construction land potential shows its comprehensive consolidation potential is 4146.60 hectares. And the larger consolidation potential area is Yuqikate Xiang, Weigan Xiang, Youludusibage Zhen, respectively is 799.93 hectare, 746.89 hectare, 604.65 hectare.The above results can provide a reference for planning and implementing land consolidation project, and then increase grain yield and improve environment situation. We can arrange land consolidation project to increase the yield of cultivated land through two aspects: Firstly, increasing the cultivated land area to increase cultivated land yield which from the available space, such as the villages and towns mentioned above which has bigger land consolidation potentiality; Secondly,increasing the cultivated land quality to increase cultivated land production by raising its acre yield, such as Sangtamu farmland which has more structured arable land; In addition, the Xinhe town has little cultivated land can be consolidated for its rapid development of urbanization, so it is out of consideration for land consolidation.
