Since “Decision of cultivating and developing strategic emerging industries accelerately” was published by the State Council on October 2010, the strategic emerging industries of Shanghai, Jiangsu and Zhejiang followed on. Every field of the strategic emerging industries began to boom because of the positive policy. While, along with the rapid expansion of the strategic emerging, the synergetic situation among different regions did not turn up any more. This is maily because there are no comprehensive plans and no uniform policys.
