Hongxinglong Administration is our significant food stored and commodity grain producted foundation. Nowadays, paddy field replaces dry field increasing considerably, rice planting to grow rapidly, under the effect by food policy and economic benefit, the local exploitation is often happened. Surface water and groundwater exists serious imbalance. Problems such as unreasonable structure of water are becoming more and more prominent. Ecology sustainable utilization and economic benefit maximization have been research emphasis. Therefore, starting from the concept of sustainable development, further study on resilience measure of agricultural water resources in Hongxinglong administration, reveals the spatial distribution law of restoring force, completing driving mechanism analysis, unified coordination and for promoting the administration management is of great significance.This paper had Hongxinglong Administration as an example, studied the resilience measure analysis of water resources in 2011, respectively based on the 1998, 2003, 2005, 2010 and 2011, water resilience driving factors of 12 farms are analyzed, as follows:(1)Combined with the actual situation of the administration, following the principle of rationality, etc, selecting the precipitation, proportion of agricultural water, applying fertilizer content per unit area and applying pesticide content per unit area such as 17 effect factors of water resilience force measure analysis, reveals the spatial distribution of water resources system resilience.(2)Closed to the ideal solutions for sorting method and projection pursuit model respectively analyze the administration of Hongxinglong water restoring force, analysis the diagnosis, select the optimal measure for the projection pursuit model. In order to optimize the parameters of projection pursuit, the introduction of the adaptive artificial fish and cat swarm algorithm optimization, in order to cat group of projection pursuit classification diagnosis algorithm is optimized for the final evaluation results for the impact of agricultural water restoring force of the main three factors as population density, per capita water resources quantity and the proportion of agricultural water, water resources resilience of Youyi farm, 853 farm, Rao He farm, jiangchuan farm, baoshan farm and hongqiling farm is highest, water resources resilience of 852 farm, 291 farm is middle, water resources resilience of shuangyashan farm, shuguang farm and beixing farm is lowest.(3) Driving mechanism of agriculture water resources system resilience of Hongxinglong administration is analyzed by using SPSS software, with youyi farm, 597 farm and 852 farm as an example to calculate, the results showed that the administration of 2003 to 2011, driving force index of the administration has a rising trend, but its driving force index is reduced from 1998 to 2003.
