| In case of the non-agricultural of water resource’s speed and scale keeping an increasing trend in Shandong recently,the economy value of using water resource can be improved,which is also satisfying the economy of non-agricultural demands of water,besides that,it plays an essential role in aspect of max benefit and optimizing disposition of water resources.But the problem is that over non-agricultural of water resource will incur some bad impacts,such as security of grain;destroying the environment;and bad influence of profits of water resources transfer-or etc.To against those negative effects,this essay is going to discuss the functions of how do various factors work in non-agricultural of water resource from the different angles,which were theoretical analysis and practice analysis,respectively.According to referred a lot of literature and results from research scholars,a new system of non-agricultural of using water resource will be summarized and five common factors with main influence were extracted from eight driving factors,which is analyzed by using principal component analysis and multiple linear regression.From the research,we can find that:(1)According to the data of 17 cities in Shandong Province in recent 10 years,it can be seen that the statistics illustrate that different gaps of non agriculture of water resources exist in disparate zones.Those various factors cause the respective impactions,in addition,with time going by,non-agriculture of water resources keeping a significant increasing trend..(2)The disparate interactions of non-agricultural of water resources caused by the different factors of Shandong.In the recent decade,growing economic,urbanization,variation of industrial structure,benefits of percentage of water resources consumption and amount of water resources were engaging the non-agricultural of water resources in different level.By contrast,the growing population and effective irrigation level will suppress the non-agricultural of water resources.There is a significant trend of non-agricultural in recent 10 years that it shown the structural variation of feature,following the increasing demands of grains caused by rising populations.Thus,the agricultural production need to be enlarged and also need to be invested more water resources,so that the effective irrigation level determine the amount of agricultural water.Which means t-hose two factors suppress the trend of non-agricultural of water resources in some extent.(3)The driving factors of different degrees of water resources in Shandong Provinceduring recent ten years,growing economic and urbanization have a significant positive effect on it.The variation of industrial structure,benefits of percentage of water resources consumption and amount of water resources,ecological environment improvement and water resources endowment have all contributed to the non-agriculturalization of water resources.The effect of the industrial structure factor,which is influenced by the non-agricultural output change and the comparative use of water resources utilization,is smaller,mainly due to the change of the internal structure of the agriculture and the change of the income of the local government which can weaken the effect of industrial structure factor on it.The effect of population growth factor and the effective irrigation level on the non-agricultural water resources is different.The former is more effective than the latter.Through the above research results,this paper based on the driving factors of direction and effect,according to the requirements of the new era to achieve the reasonable allocation of water resources in Shandong province put forward the corresponding policy recommendations. |
