With the China’s reform and development of the housing system, the traditional planned economy system of the welfare housing distribution pattern was gradually replaced by the mode of commercialization. With this process, property management has gained a rapid development. The first Property Management Company was born in Shenzhen in 1981. After 34 years of development, the property management is continue propulsion and extensive coverage, It played an important role in improve the level of city management, the living and working environment, increasing employment, expanding consumption, and promoting economic growth. At present, the property management in our country is still at the primary stage, property management system is not mature and property management legislative process is slow. Until the《Property management regulations》introduced in 2003, which end of the deletion of the pre-property management and put the property management into the orbit of the legal system.Property management is usually divided into three phases:early intervention, pre-property management and property management stage. Among them, pre-property management is defined as before owners’ conference or owners select the property management company, the real estate construction company hiring property enterprises to implement property management. Pre-property management is the initial and basic stage of the property management activity, and also an important prerequisite for the effective implementation of property management.With the rapid development of real estate industry, the status and function of property management are demonstrated, which also faces a lot of problems to be solved, such as lower service standards, lack of employees, unclear boundaries of the responsibility, lack of price adjustment mechanism. ((Property management regulations)) also can not completely solve the problem well, the owners’ rights are not well protected, Therefore, Chinese pre-property management enterprises also need to continue to solve these problems, to improve the relevant system specially.This paper will research on the pre-property management problems of the Shandong Province SSQC residential property, which not only exist in this district, is widespread in the residential area. Therefore, the author analyzes the reasons and countermeasures through the actual case, and try to put forward some suggestions to the pre-property management problems of property management enterprise in our country.
