| Government Procurement refers to a kind of behavior which in order to carry out routine administrative activities and for the need of the public service for the general public, all levels of government and administrative institutions use financial resources to purchase goods, works and services under the supervision of financial department.Government procurement system including procurement management, processes, procedures and policies, etc.. It is an important part of the national finances, which is of great significance for the normal daily work of the government, the construction of public service facilities, and the realization of the specific social and economic policy objectives. Due to a late start, the development of the town government procurement lags behind to a certain extent. As the government of the most basic level, the town level of government is China’s basic administrative unit and the very end of the financial management system. To perfect the town government procurement system and improve the basic level is the key to the government procurement system.This paper briefly discusses the basic concepts related to government procurement, by comparing advanced system of government procurement in developed countries, describing the main functions of government procurement and mainly analyzing the problems existed in the procurement of the town level of government. For example, the legal system is imperfect on government procurement; procurement agencies is set unsound; the government procurement budget is unscientific; the procurement process is lack of transparency; the professional supervision mechanism is imperfect etc.Based on the characteristics of procurement for the town level of government, this paper proposed series of countermeasures to improve the town government procurement in order to establish and perfect the system level and improve the efficiency of the town level of government funding. |
