Research On The Problems And Countermeasures Of Government Procurement In Z Town,Jintan District,Changzhou City

China’s government procurement started late,but developed rapidly,and has achieved remarkable results so far.Since the promulgation and implementation of the government procurement law,government procurement has been constantly changing,developing and innovating.The report of the 19 th National Congress of the Communist Party of China proposed to "Transform the functions of the government,deepen the simplification of administration and decentralization,innovate the way of supervision,enhance the credibility and execution of the government,and build a service-oriented government to the satisfaction of the people".Under the background of deepening reform,the reform of government procurement system puts forward the requirement of "strengthening the main responsibility of purchasers".Facing the new reform trend,as an important area of government procurement,villages and towns are not only practitioners of reform,but also explorers of reform.As the most grass-roots government organization,the standardization of township government procurement directly affects the effectiveness of government procurement in China.Strengthening the main responsibility of township purchasers is not only an important measure to ensure the use efficiency of financial funds,but also the basis to improve the procurement performance of government agencies.Through the investigation,it is found that the government procurement of Z Town,Jintan District,Changzhou has achieved the following basic results: The organizational structure has taken shape;Preliminary establishment of system basis;Increasingly standardized procurement procedures;The procurement scale is expanding year by year.However,there are still some problems that need to be further solved: The procurement system is not perfect,and the awareness needs to be improved;The budget preparation is not precise and the procurement is not planned;The supervision content is not comprehensive,and the supervision channels need to be broadened;Lack of professional purchasers,and the professional level needs to be improved.The reasons for these problems include: The purchaser’s weak willingness to bear the main responsibility;Lack of guidance for budget review and insufficient attention to preparation;It is difficult for the regulatory bodies to coordinate,and the connection of the platform system is limited;Personnel recruitment and appointment are difficult,and the amount of post training is small and narrow.Based on the actual situation of Z Town,the countermeasures and suggestions to improve its government procurement are: Improve the government procurement system;Standardize the budget management of government procurement;Implement the supervision mechanism of government procurement;Build a professional team of government procurement;Accelerate the informatization construction of government procurement.
