As China’s economic and social development, the transfer of rural labor force increasingly become a focus, the constraints of land for rural labor transfer is very obvious, and the success of land transfer has a key impact on the transfer of rural labor force in our country. At this stage, the land provides a final safeguard for farmers, so at the time that rural labor force transfer in our country, most of them did not give up land contracting, which did not achieve a permanent shift of the workforce. Accordingly, the State at the 17 th assembly of the CCP made important provisions on transfer of land: on the basis of observe the laws and regulations, respect farmers’ will, let farmers realize land circulation between each other in a variety of ways such as rent, subcontract, shares transfer, exchange and cooperation, and by the way can promote the development of various forms of moderate scale management. As an important way to centralized land and make scale management, the land circulation can promote the transfer of rural labor force in our country.The focus of this paper is to study the effect of land circulation on the transfer of surplus rural labor force in our country. First of all, summarizes the domestic and foreign scholars’ academic studies about the effect of land circulation on rural labor transfer. Secondly, analyze the specific impact of land circulation on rural labor transfer in our country with the threshold theory. The land circulation can lower the economic threshold and social barriers of China’s rural migrant labor force. In addition, the land circulation can also through the way that improve productivity, weaken land safeguard function to promote the transfer of rural labor force in our country. On the basis of theoretical analysis, the paper constructs econometric model of the land circulation and rural labor force transfer, using the data of 1991-2013 to do the empirical analysis of land circulation of rural labor force shift. Through the established VAR model, we conclude that there is a positive correlation relationship between the land circulation area and the proportion of rural labor transfer. The bigger the land circulation area, the greater rural labor transfer ratio is. There is more and more rural labor transfer to non-agricultural industries. However, since the current land circulation market mechanism and social security mechanism in our country is not sound, lagging of rural financial development and the misplaced service function of local government, the land circulation faces a series of problems. The main problems are the conflicts between two employers, low intention to land circulation, the narrow financing channel and government mismanagement, etc. The existence of these problems because that transfer of rural labor force in our country can’t adapt to the urbanization process. For all this, this paper draws on the experience of the United States, Britain and Japan that through the land circulation to promote the rural labor transfer. At last, This article put forward advice that use the land circulation to promote the rural labor force transfer in China from six aspects: perfect market mechanism, perfect the land circulation dispute coordination mechanism, perfect the social security system, improve the rural financial service system, build the employment platform, accurate positioning of the government’s management and service function.
