Research On The Fragmentation Of Central Enterprises Supervision Under The Background Of Comprehensively Deepening Reform Of SOE

The Third Plenary Session of the 18th CPC Central Committee held in November 2013 made systematic arrangements for comprehensively deepening reform and opened the curtain of further deepening the reform of state-owned enterprises.In June 2020,the fourteenth meeting of the central committee for deepening overall reform deliberated and adopted the three-year action plan for the reform of state-owned enterprises(2020-2022),and put forward the key contents and time arrangement for comprehensively deepening the reform of state-owned enterprises in the new period.The reform of state-owned enterprises will be comprehensively deepened and accelerated by giving full play to the leading role of Party organizations in guiding,managing the overall situation and promoting implementation,standardizing the construction of the board of directors,implementing the functions and powers of the board of directors,improving the tenure system and contractual management of management members,deepening the reform of the "three systems" and promoting the reform of mixed ownership.While the construction of the central enterprise supervision system focusing on capital management has achieved positive results,it is also faced with fragmentation problems such as numerous supervision subjects,division of supervision functions,obstruction of supervision information and poor supervision linkage,which need to be studied and solved by the academic,political and business circles.In view of this,this paper uses the holistic governance theory,based on the data obtained from field interviews and questionnaires,makes a systematic study on the problem of "fragmentation of supervision of central enterprises",and puts forward the holistic governance strategy.This paper follows the logical idea of "raising problems-analyzing problems-solving problems",and its structure includes seven parts:The first part:the background of the topic,literature review and related interpretation.Firstly,through the previous theoretical combing and interview survey,this part makes it clear that the research topic is the fragmentation of central enterprise supervision in China.After further theoretical literature review and enterprise practice investigation,deepen the content of the research topic,put forward the research theme of "comprehensively deepening the research on the fragmentation of central enterprise supervision under the background of state-owned enterprise reform-Taking the holistic governance theory as a tool",and explain the background and significance of this research;Then,focusing on the topics of "central enterprise(government funded enterprise)supervision","fragmentation" and "fragmentation of central enterprise supervision",this paper reviews and reviews the relevant research literature from both foreign and domestic perspectives,in order to pry into the academic achievements related to this research and the innovation space of this research;Finally,it explains the research method,framework and innovation intention of this paper.The second part:the theoretical tool of this study:the elaboration of holistic governance theory.Firstly,this part expounds the background of holistic governance theory,that is,the decline of new public management and the advent of information age;Then,it expounds the core meaning of holistic governance theory from five aspects:problem orientation,judgment criteria,functional elements,operational path and institutionalized arrangement;Finally,from the perspective of appropriateness and effectiveness,this paper systematically analyzes the consistency between Holistic Governance Theory and research to solve the problem of fragmentation of central enterprise supervision.The third part:the investigation design,implementation and data statistics and analysis of the fragmentation of central enterprise supervision.This part introduces the process of questionnaire survey and interview survey in more detail,and statistically analyzes and arranges the data of questionnaire survey and interview survey,so as to provide strong data support for the following in-depth analysis of the fragmentation problem and its generation mechanism of central enterprise supervision under the background of comprehensively deepening the reform of state-owned enterprises.The fourth part:the specific characterization and negative effects of the fragmentation of central enterprise supervision.This part comprehensively reveals the specific characteristics of the fragmentation of central enterprise supervision in seven aspects:regulatory institutions,regulatory functions,regulatory rights and responsibilities,regulatory norms,regulatory methods,regulatory information and regulatory cooperation;At the same time,we should deeply examine the negative effects of the fragmentation of supervision of central enterprises,that is,the fragmentation of supervision restricts the formation of joint forces between organizations and departments,and increases the operation cost of supervision;Hinder the construction of an integrated and efficient central enterprise supervision system,resulting in the damage of state-owned capital.The fifth part:analysis of the generation mechanism of the fragmentation of central enterprise supervision.This part analyzes the generation mechanism of central enterprise supervision fragmentation from five aspects:environment,system,cognition,technology and behavior,and points out that the main influencing factors of central enterprise supervision fragmentation are:the "thorny"problems of supervision caused by social transformation,the lack of supervision norms caused by system transition,the backwardness of supervision concept caused by closed thinking,and"information island" The regulatory linkage is not smooth,and the "departmental preference" causes the regulatory objectives to conflict with each other.The sixth part:Discussion on the strategy of integrated governance of the fragmentation of central enterprise supervision.This part deeply explores the overall governance strategy of the fragmentation of central enterprise supervision from four dimensions:the goal orientation,functional measures,operation path and legalization arrangement of overall governance.The research shows that to realize the overall supervision of central enterprises,we should adhere to the centralized and unified leadership of the party over the supervision of central enterprises,build a central enterprise supervision system highlighting the overall construction,improve the central enterprise legal person governance system reflecting the principal-agent relationship,and establish a market-oriented supervision system of Central enterprises that respects the concerns of stakeholders;We should implement classified supervision of central enterprises based on functional positioning,build a platform for state-owned capital investment and operation of central enterprises,improve the authorized operation system and budget system of state-owned assets of central enterprises,and innovate the supervision mode of state-owned assets of central enterprises;We should integrate and innovate the functions of state-owned assets supervision institutions,coordinate the relationship between internal supervision of central enterprises and the relationship between external supervision such as SASAC and the National Audit Office and internal supervision of central enterprises;We should also establish and improve the laws and regulations for the overall management of fragmentation in the supervision of central enterprises.The seventh part:research summary and prospect.This part summarizes the main results and shortcomings of this study,and points out the direction to improve the research.The innovation intention of this study is mainly reflected in the following four aspects:The first is the innovation in the selection of research topics.Since the CPC Central Committee and the State Council comprehensively and deeply promoted the reform of state-owned enterprises,the supervision of state-owned enterprises,especially the governance and supervision of central enterprises,has become the focus of academic circles,business circles and government departments.Based on a comprehensive and systematic literature review and in-depth investigation of the practice of central enterprise supervision and governance reform,this study takes "the fragmentation of central enterprise supervision under the background of comprehensively deepening the reform of state-owned enterprises" as the research theme of this paper,which is an innovative attempt.The second is the innovation in the application of theoretical tools.It can be seen from the literature review that at present,most of the academic research on the supervision of state-owned enterprises(government funded enterprises)at home and abroad takes the principal-agent theory or stakeholder theory as the tool,and rarely uses the holistic governance theory containing the academic essence and practical strategy of holism to study the supervision of central enterprises,What’s more,it lacks the results of systematically reviewing the fragmentation of central enterprise supervision by using the holistic governance theory,and this paper has made a positive attempt in this aspect.The third is the innovation of academic views.This paper proposes that the holistic governance theory is appropriate and effective to study and solve the problem of supervision fragmentation of central enterprises in China;The generation of fragmentation of central enterprise supervision is the result of the mixed action of environment,system,cognition,technology and behavior,and its mechanism is complex and intertwined;The central enterprise supervision is fragmented,and the goal of holistic governance is holistic supervision;Establishing and improving laws and regulations on state-owned assets supervision is the basic strategy to comprehensively control the fragmentation of central enterprise supervision and promote the modernization of state-owned assets supervision.These academic viewpoints and propositions based on scientific theoretical thinking have distinctive originality and innovation.Fourth,innovation in the construction of governance strategies.Aiming at the fragmentation characterization and generation mechanism of central enterprise supervision,this paper puts forward the strategy of overall governance of central enterprise supervision fragmentation from the perspective of goal orientation,functional measures,operation path and legalization arrangement,which is a countermeasure incremental innovation.It also has important reference value for the party and relevant state departments to study and formulate the construction plan of central enterprise supervision system with Chinese characteristics.
