With the development of Yaoba’irrigation in ALASHAN, there are more population and fields. A growing population and fields needs more water. Due to the lack of local groundwater resources and less of the total supply and uncultured methods of production, The contradiction is becoming more and more intense. The main livelihood of residents is saled agricultural products in Yaoba, so the percentage of agricultural water-using accounts for the large of local water resources. How to improve the effective use of agricultural water efficiency, improved water use patterns of agriculture are very useful to local development.In this paper, as the main line of that agricultural water resources utilization and problems of agricultural water using efficiency,I propose the solution to solve these problems. I reseached the reasons that farmers age, education, farming life, soil type, the number of acres, affect on the local agricultural water use efficiency. And then, I researched the affect of farmer attitudes to water and local agricultural water conservancy facilities. By analyzing,I reach conclusion that local agricultural water use production efficiency is 1.49, output efficiency of agricultural water resources is 2.81, two indicators showing the same decrease and increasing trend, but if you compares with the country and neighboring provinces, you will find that both are very low. I reach others conclusion are that factors like affecting farmers’education, seed prices and soil types were positively correlated with the trend agricultural water use efficiency. under 60 acres of land had little effect on agricultural water use efficiency, while more than 60 acres two indicators is decreases; farmers aged 31 to 40 years old had the highest agricultural water use efficiency, others have been reduced; farming experience associated with the two indicators were fluctuating; farmers cost per acre 531 to 550yuan had the highest agricultural water use efficiency, others have been reduced.After analyzing the factors, I propose a solution from the water price, agricultural water conservation policy, agricultural water-saving technologies and agricultural planting structure. On the basis of these, I seek to improve water use efficiency measures that promote the development of local agriculture.
