Under the current market economy environment, labor dispatching has gradually becomeone of the most important forms of employment for state-owned enterprises, especially inhydro enterprises.Currently, the dispatch employment mechanism continuously deepens in the state-ownedenterprises, and the ratio of dispatching employment is increasing year over year. However,the dispatch employees of the state-owned enterprises have several problems such asmobility, lack of sense of belonging, low enthusiasm for work. The solutions of theseproblems play important roles in the personal growth of dispatch staffs, sustainabledevelopment of the state-owned enterprises, even further for maturity of dispatchemployment mechanism.This paper is utilizing literature research and case studies, performing in-depth analysis ofproblems hydro enterprises are facing which are rights, responsibilities and incentives ofdispatch employees.The study focus on the case analysis of successful examples of Haidilao Inc. and ChinaUnicom Corp; seeking the possible ways and means of state-owned enterprises on thedispatch staff incentives proposed hydro enterprises the dispatch employee incentives. Thesuggestions of incentives include constructing of the dispatch staff career rising channel,inspiring the dispatch employees for personal long-term development and establishing thedispatch staff union organizations. It also analyze the form and the feasibility of thismechanism, such as how to accelerating the dispatch staff incentive system and promote itto play an important role in the hydro enterprise.
