Study On The Development Of Specialized Farmers Cooperatives In The View Of New Socialist Countryside Construction

It was claimed on the fifth plenary sessions of 16th CPC Central Committee that "building a new socialist countryside is a major historic task in the process of China’s modernization", and that the general requirements of building a new socialist countryside comes to "the development of production, affluent life, civilization, the village accommodates clean and democratic management." With the constant advancement of new socialist countryside construction, new development trends has been emerged by a variety of specialized farmers cooperatives, and thus becomes a new starting point in agricultural efficiency and rural development gradually. New socialist countryside construction brings an opportunity for the developments of specialized farmer cooperatives. Improving the organization of farmers, which being as the important carrier, not only is the basic way, but also embodies the inherent requirements for the new socialist countryside construction.This research is based on the development of farmers cooperatives in Qingcheng County, Gansu Province, which promoted agricultural development, increased farmers’income, improved the quality of farmers and promoted democratic governance. For the further enhancement of the level on specialized farmers cooperatives development in Qingcheng, government needs to reinforce propaganda of training, establish sound management systems, focus on supporting to guide management, and accelerate technicians reserves. Since the implementation of new socialist countryside construction, we accumulated some successful experience in the development of specialized farmers cooperatives, but we still face some problems such as small in general scale, management and operation to be standardized,high-quality management and technical talent shortage, low levels of service and other salient issues.On the basis of analyzing the causes of these problems, this paper proposes the development paths of building specialized farmers cooperatives within the new socialist countryside construction in what government should improve relevant laws and policies that create a favorable environment for the specialized farmers cooperatives, advocating democratic management, improving farmers’ professional operating mechanism of cooperatives, prompting rural civilization for the formation of socialist new farmers, enhancing the farmer’s competitiveness for the promotion of developments and facilitating according to the local conditions.
