Study On The Development Of Specialized Farmers Cooperatives In The Context Of New Rural Countryside Construction

As a new economic organization form featured with mutual assistance andcooperation among farmers, specialized farmers cooperatives (hereinafter referred toas “SFC”) efficientely reorganizes seperated capital, labour, lands and markets byco-produce and scale management, and realizes sustained increasing in farmers’income by providing lower costs and higher value added. Therefore, SFC is animportant supporter for the construction of socialism new countryside, and it plays asinificant role in organizing, training and leading farmers to develop our economy.With the promulgation of “Law of the People’s Republic of China on SpecializedFarmers Cooperatives”, the development of SFC is embracing an era of bothopportunities and challenges.Despite the accelerating development, SFC in China are still in a primary stage.The imperfection in organization form, management pattern and distribution modemay stunt the good performance of SFC in the construction of socialism newcountryside. Based on the theory study and the real significance of SFC, according tothe theory of western economic cooperatives, Marxism-Leninism cooperationthought, Mao Zedong cooperation thought, industry organization and collectivebehavior, this paper clearly defines the concept of farmers, cooperatives, ruralcooperative economic organizations, SFC and new rural countryside construction,analyzes the current situation of SFC in Jinshan District by using methods as randomsurvey and statistics, and puts forward a strategetic analysis for promoting thedevelopment of Jinshan SFC in the context of new rural countryside construction. Bycombining theory with practice, this paper tries to provied referrence for the development of SFC and the policy-making of authorities concerned.This paper indicates that the development of SFC will certainly enhance thesystematization of our agriculture, boost modern agriculture and increase farmers’income, and that developing SFC is an important way for the construction ofsocialism new countryside. We shall properly manage the relationship between theindividual development fo farmers and the development of the government, betweendevelopment and regulization, between the development of SFC and the service forits members, and efficiently garuantee the development path of SFC. We shall persistin making the best use of the circumstances, demostrating models, and adjustingmeasures to local conditions to facilitate the normalized development of SFC. Weshall reinforce the finance support of the government, set up lightspot in agriculture,perfect agricultural credit insurance, refining tax preference policies, increase foodsubsidy, establish guarantee mechanism for talents,and build platforms, so as toproduce join forces to further propel the well and quick development of SFC.
