Research On Mechanism Of Public Participation In Nanni -Ng City Food Safety Supervision

Food safety is now the eyes focus at every corner of the world and it has direct influence on the health and even the life of people. Frequent incidents of food safety in the past decades bring us into deep thought of what problems we have had in food safety management, which has already been a key subject in domestic and overseas research.Most research treatise of scholars at home and abroad study food safety from an angle of its current situation, development trends, reform of management system or other macro aspects. Yet, there is a lack of management experience of public participation and a shortage of systematic theoretical backing in the practice of food safety supervision. This paper attempts from the theoretical perspective of participatory democracy,Based on the current situation of food safety in Nanning city and by using field investigation, literature search, data analysis and other research methodology, the paper clarifies the concepts of food safety and public participation. By questionnaire survey and taking the residents of Nanning as its research objects, the paper analyzes collected data and concludes existing problems in public participation in food safety supervision in Nanning. Then, the paper makes a further analysis on these problems in accordance with the current nationwide practice and brings forward the countermeasures suggestions of that, to enhance public participation in food safety supervision, we need to optimize public participation conditions, lower its cost, and perfect other related facilities. Furthermore, the paper explodes all these countermeasures one by one so as to provide a set of workable practice for future public participation in food safety supervision.The main idea of this paper is that although some effects have been achieved in recent years in food safety supervision in Nanning, there is still a lack of supervision channel for public participation, and there still exists weakness of public participation consciousness and the deficiency of trust on food safety supervision. Roots of these problems lies in the absence of laws and regulations concerning food safety supervision, lacks of procedures and norms, influence of traditional politics, inadequate food safety supervision system and so forth. The countermeasures to these existing problems are as follows: optimize laws and regulations concerning food safety supervision, improve government information disclosure system, establish an encouragement mechanism for public participation, clear obstacles for public participation, lower its cost, strengthen public participation consciousness and abilities, enhance the development of consumers’associations and trades associations and news media’s inspection.This study provides food safety supervision departments theoretical basis, has important practical significance.
