Research On The Application Of Government Procurement Modes

The study on government procurement modes will facilitate the renovation and perfection of the government procurement system, since the mode is one of the important parts of system.This thesis takes the point of view that there exist many problems in the regulation of government procurement modes and its application, which are manifested in the following aspects: the conflict of competition and cooperation in the regulation of government procurement system; the circumvention of government procurement modes application; the haphazardness of procurement modes approval and the illegitimate behavior in carrying out the procurement modes.Perfecting the government procurement modes regulation system, establishing and completing supervision mechanism and making use of the government procurement modes reasonably will provide answers to the questions mentioned above.The thesis consists six parts:The first part is the introduction, which explains the research background, current situation, research methods and some new trials.The second part illustrates on the logic starting point of the theme research, including the concept of government procurement, its main characters, principles, government procurement system, the responsibilities of different parties in government procurement and procurement modes.The third part elaborates on the theories behind, including the Theory of Rent-Seeking, the Principal-agent Theory, the Game Theory, the Government Regulation Theory and their contribution to the analysis of government procurement behavior.The fourth part analyses the problems existing in the application of our government procurement modes. These problems are analyzed from three dimensions: the government procurement system, the choice of government procurement modes and the application of main procurement modes. The analysis includes the conflict of competition and cooperation in the regulation of government procurement system; the circumvention of government procurement modes application; the haphazardness of procurement modes approval and the illegitimate behavior in regulating the application of procurement modes. The end of this part analyses the main government procurement modes, public bidding, submitting bidding and inviting bidding.The fifth party makes suggestions to the existing problems, including perfecting government procurement modes regulation system, establishing and completing government procurement modes supervision mechanism, applying government procurement modes reasonably and forming complete government bidding and submitting bidding mechanism.The sixth part raises the problems of this thesis and the future prospects of the research. The thesis holds the view that the government should establish the evaluation system to evaluate the necessity and feasibility of government procurement, service and projects, the effect, frequency and of procurement products and projects and economic and social benefits they bring.
