Digital city management is the use of modern digital information technology for urban municipal engineering, public facilities, city appearance and environmental, supervision and management, and, processing and analysis of urban managed components and events information, and then that promote the city traffic flow, logistics, cash flow, information flow coordination. Current digital city management is an innovation of urban management in China, and was pinned by urban managers throughout the country, perceived as information, networking and digitalization of government functions in a brand new e-government projects. Article standing on the of view of Project Managers, to Nanning digital city management system upgrading project as the object of study, the comprehensive application of project management theory and risk management theory, discussion and analysis of the project risk identification, analysis and evaluation, risk response, risk monitoring, a total of four aspects of theories and principles involved. According to the characteristics of digital city management project, the integrated use of Fishbone chart, risk matrix and other tools and mathematical statistic, survey and interview method, comparative analysis, brainstorming, Borda sequencing method, quantitative analysis of identification, risk analysis, qualitative risk theoretical research in detail, In dealing with the tools and methods of risk for some organic applicability selection. The risk factors and puts forward some countermeasures and measures of digital city management project. These measures provide a useful reference for this kind of project management project risk management.
