The essence of our land capitalization is land use rights’ capitalized. Specifically, land capitalization is a value realization process that on the basis of unchanged land ownership, land use rights, as an asset, enter the market in characteristic of property to conduct market turnover operation, and obtain some rewards. Urban-rural integration requires breaking in rural discrimination in terms of policy, put rural land issues with city into equally important overall planning, in order to ensure the realization of rural land rights and protect farmers’ land revenue.Land capitalization is important for rural land system’s reform. In order to make an inventory of the stock of scarce land, using the pattern of land capitalization can improve lands’ use efficiency and increase farmers’ income from property, improve a vast space resources and a strong financial support for industrialization and urbanization, and contribute urban and rural integration and social harmony and stability. But the current situation is rural land capitalization having problems in areas of indeed the right, regulatory, revenue etc. For example, illegal transfer of tacit market, unreasonable income distribution, excessive land capitalization and so on. Under the guidance of Marxism and its methodology, this paper proposes the path and mechanism problems of rural land capitalization on the perspective of urban-rural integration, based on the connotations and relationships of land capitalization and urban-rural integration. After clearing the meaning and essence of land capitalization and urban-rural integration, the paper analyzes specifically the relationship between them. Starting from the existing problems, the paper explores the institutional obstacles of land capitalization on the perspective of urban-rural integration, and then draws forth the institutional framework of rural land capitalization under the goal of urban-rural integration. This paper, combined with the concrete practice, attempts to start from overall objective of urban-rural integration, focus on problems and obstacles of the current land capitalization, explicit a premise of eliminating market and government failure and a goal of ensuring the interests of farmers, choose a variety of financial path, and discuss the reformatory thinking and institutional framework design systematically and specifically, in order to achieve the establishment of a complete institutional framework from land ownership to social security. Finally, proposing sound recommendations of rural land capitalization from four aspects of endowing famers’ property rights, reforming the land expropriation system, land use control and developing the rural financial system.
