The Theory of Endogenous Growth which emerged since the late 1980s, has put technical progress within the theoretical framework of economic growth, and thinks that technological progress is the source of economic growth. In an open economy, technological progress of a country not only depends on domestic R&D investment but also depends on foreign direct or indirect impact of R&D investment. Since the New Trade Theory and the Theory of Endogenous Growth began to treat import trade as a main channel for international technology spillovers to research the effect of import trade on the advance of TFP and economic growth, China has literature to research the effect of import trade on TFP by following this path. Import trade effects TFP majorly from the next two aspects:spillover effect and competitive effect, and spillover effect and competitive effect will have different effect on TFP of different industries. In the background of the new industrial layout system and division of labor system are being formed, high-tech industries plays an important role to economic growth and improve the competitiveness of an international or regional. Although Chinese high-tech industry has developed rapidly, but it still has many problems, and its international competitiveness is not strong. Therefore, we should optimize the structure of imports, strengthen technological innovation and promote the improvement of TFP of high-tech industry to enhance the competitiveness of high-tech industry in the international market.The first part of the article introduces the research background and the significance of the topic, and reviews the relevant literatures about the impact of importing trade on the TFP from the perspective of theoretical and empirical analysis; The second part defines the concept and classification of the high-tech industry to clear the scope of this paper. Later, analysis the impact of import trade on the TFP from the perspective of spillover effects and competitive effects; The third part divides the five categories of high-tech industrial into to 18 sectors, use DEA method to measure the TFP of high-tech industry from 1998 to 2011, and analyze the situation; The fourth part is the empirical analysis of this paper. First, build the model, because the TFP has cumulative effect and pre TFP will have an impact on the current period, so introduce a lag of TFP as independent variables in the model and use dynamic panel data model. Use the generalized matrix estimation method to analysis the model. The empirical results prove that positive spillover effects associated with the development of high-tech industry TFP, and competition effects are negatively correlated. In general the import trade hinders the development of Chinese high-tech industry’s TFP; The fifth part is the conclusion, and I will propose appropriate policy recommendations based on the reality of our situation:optimizing the structure of import trade, increasing imports of high-tech products, and ensuring that the countries of import sources have little difference in the level of technology with our country in order to facilitate our imitate innovation. Increase R & D investment, and implement strategic talent introduction, increasing investment in education and social training to improve our human capital.
