This article reviews the research achievements at home and broad on the effect of the Vehicle Restrictions in Beijing.Pointed out three main deficiencies in research methods,content depth and breadth of research object.City residents traveling data in Beijing was obtained from questionnaire method,this paper use disaggregate theory combined with RP/SP survey data to model the residents' travel mode choice behavior in Beijing city.Found that the driving restriction in Beijing can reduce the relative probability of 33.2%in private car using,the empirical result shows that the resident's mode choosing habit has a partial mediating effect on the relationship between Vehicle Restrictions and the resident's travel mode choice behavior,this travel demand management policy affect the travel mode choice behavior mainly through the mode choosing habit,meanwhile the relationship between Vehicle Restrictions and resident's mode choosing habits are regulation by the Vehicle Purchasing Limitation policy in Beijing.Group regression results show that the Vehicle Restrictions in Beijing only affects the middle and low income residents.By testing the evasion behavior,it is found that the high-income groups can offset the inconvenience which was brought by the policy through some avoidance behavior like purchasing two vehicles or just ignoring the regulations.Article holds that Beijing has already formed a generalized vehicle restriction system with the help of such supporting policies as "restriction of purchasing" and"limitation of non-local car using".The policy system above is relatively effective in controlling the private car traveling demand by guiding people into public traveling habits.However,known as its fairness,Vehicle Restrictions in Beijing actually has the identity discrimination problem of inequality.At last,article proposed that the existing framework of the vehicle management should be maintained in short term,government should formulate a more pertinent generalized regulatory system both in private car and non-local car plate purchasing,and in long term,the available choice should slowly shift to the fee-based management policies.
