The Service Industry In The Development Of Government's Role

As a developing country, China still has a relatively low level and less international competitive service industry. In 2007, the tertiary industry only contributed 39.1% of the GDP, the primary industry contributed 11.7% and the secondary industry 49.2%. The service as a proportion of GDP is rather low. The extensive economic growth and prominent contradiction in the economic structure are still the main problems in the development of economic society. Resources environment shows more and more pressure. The service industry in Jinan is seriously lags behind and lack of latent development with low international and opening degree of the market. How to develop the service industry is an economic problem of reality the government has to be faced.The central and local governments are all agreed that the development of the service industry should be the major way to accelerate the adjustment of the industrial restructure, to change the mode of economic growth, to improve the overall quality of the national economy and finally to realize comprehensive, coordinated and sustainable development. A series of principles and policies were also issued to promote the development of service industry. But generally, there are still too much thresholds and restrictions to and after the service industry access. As far as Jinan is concerned, the service industry development environment is rather poor. The government interferes too much on project approval procedures, which leads to low efficiency and the economy of examining and approving. The public power centered in certain sectors is converted into the sector interests with Legal Protection. This kind of "offside", "dislocation" and "omission" phenomena in administrative examination and approval will finally lead to the administrative deficiency, the damage of government's image and the overall development.On the basis of market economic theory and limited government theory, the paper mainly analyzed the "offside", "dislocation" and "omission" phenomena in the development of service industry of Jinan government. By comparative and reality analysis, this paper studied the function and the specific measures of Jinan government in the development of service industry, focusing on the transformation of governmental function.I hope this paper will draw much concern of the government on this issue. Practical measures will be taken to make sure that Jinan becomes the first cities with service-oriented industrial structure, optimized environment, high-efficient administration, fair-play market and great economical vitality.
