Research On The Issues Related To The Commercial Registration System Reform In Suzhou Industrial Park

Commercial Registration system is a commercial registration authorities in order to ensure the legitimate rights and interests of market transaction security and trading partners, according to the procedural laws and regulations, and to apply for registration of business subject to review of business subject meets the legal requirements to be approved and registered, to confirm the qualification of a system of public publicity.Commercial registration system in China from a planned economy to a socialist market economy and continue to establish and improve. In this case, after brewing, after the pilot, commercial registration system reform officially launched nationwide from March 1, 2014. In the year of the reform process, the new commercial registration system has made remarkable achievements in activating the private sector, stimulate market dynamism, but also exposed some problems, such as commercial law still lacks a unified sound system; Commercial registration departments and business permits information disconnect, unable to realize linkage supervision; Under the condition of social credit system is not sound, falsification prohibition for its illegal and low cost, etc.Based on the commercial registration system reform as the main research object, compared the pre-reform system in our country with foreign commercial registration system through the comparison analysis method, and analyze the defects of the pre-reform commercial registration system: the failure of publicity function of the registration, pre- licensing procedure complex, subject registration and business registration confusion, etc. Reflect the urgent needs of the reform of commercial registration in C hina. Based on Suzhou Industrial Park as an example, this paper summarizes the difficulty in the process to push forward reform of commercial registration and exposed a series of problems and confusion. With long-term work in the industrial and commercial registration in Suzhou industrial park, combined with own work practice, the author try to give some suggestions and strategies from the legislation theoretical level and practical level for the next commercial registration system reform, hope to be able to reference for lawmakers and law enforcers, and be helpful to pushing commercial registration system reform.
