On Issues And Route Selection Of Ecological Reform Of Industry In China

With the scientific and technical progress and swift and violent economical development, the conventional pattern of industrial development has brought by a severe scarcity of resource and environmental pollution.Against the background of deep crises and contradiction between the human activity and environment,the theory of sustainable development emerges.The ecological reform of industry is the new pattern of industrial development with the target of sustainable development of industry.Since the 1990s,the ecological development of industries has gradually become the mainstream in developed countries of the world.Although China has carried out industrial ecology,it is not of high level and still has a long way to go compared with some developed countries.Since the concept of Industrial Ecology has been introduced to China,domestic academe verbifies it and puts forward the concept of Ecological Reform of Industry,but there has not been a clear definition of it.Based on overviews of several scholars' study,it is cleared that the connotation of it is to achieve ecological evolution and development of industries.Specifically, the theory of Ecological Reform of Industry is to use ecological and economic rules and system engineering approach to operate and manage traditional industries,aiming to maximize social and economic benefits,utilize resources efficiently,minimize the damage of environment and reuse the waste in multi-level,based on the principle of Ecological Economics.Inputting the data of China's 39 industries into the evaluation index system set up by using the analytic hierarchy process,the result shows that the overall level of China's Industrial Ecology is not high,and there is a big gap among different industries.The inadequate awareness of the theory of Ecological Reform of Industry,the cost of implementation,and the technical and institutional obstacles lead to this issue.It is to say,enhancing the level of Ecological Reform of Industry is very significant to the sustainable development of China's economy.Based on the result of measurement and the analysis of the existing issues,it should follow the strategy and route selection--strategy of ecological reform of industry based on sustainable development and route selection given priority to Eco-Industrial Park--in the process of China's ecological reform of industry. Furthermore,we should popularize the theory of Ecological Reform of Industry,enhance the entire society's awareness of environmental protection,build a mature industry ecosystem,put the application of environmental access and elimination system into practice,construct an incentive mechanism of the ecological development of the industry,and improve the building of the legal system.
