A Research On Countermeasures Of Supporting The Development Of SMEs From Chinese Government Procurement

The government procurement law of the people’s Republic of China has established a system of government procurement in China,which has played an important role in the implementation of more than 10 years. The function of the government procurement system is not only to improve the efficiency and effectiveness of government procurement,but also bear a series of policy functions,and promote the development of small and medium enterprises is one of the important policy functions. The policy function in "the people’s Republic of China" to promote the law of small and medium enterprises in order to reiterate,but also for the implementation of individual places,but overall,did not form a legal system. Although the government procurement to promote the development of small and medium enterprise legal system construction is not fully promoted,but this does not mean that the government procurement of this policy function in practice no practical significance. On many foreign government procurement system,the small and medium enterprise support is a normal,but the actual implementation of the system is also very obvious.Based on the relevant concepts and research aspects of government and small and medium-sized enterprises,this paper is based on the problem of China’s government procurement,in Jiangsu Province as an example,the problems of China’s government procurement to improve the relevant recommendations and thinking,and to provide good suggestions for government procurement. The full text is divided into seven chapters:The first chapter is the introduction,which describes the background and significance of the research,the related research at home and abroad,the research methods and research ideas,and the difficulty and innovation of the paper.The second chapter is the theoretical overview section,first of all,the concept of government procurement, the concept of a thorough interpretation, clear its characteristics, policy function and its principle target. Then the small and medium-sized enterprises are clearly defined,and pointed out that the definition of small and medium enterprises in government procurement of the practical applicability. Then it analyzes the economic status of small and medium-sized enterprises,and finally summarizes the theoretical basis of government procurement to support the development of small and medium-sized enterprises. The paper lays a solid foundation for the later discussion.The third chapter is the analysis of the current situation of small and medium enterprises participating in government procurement,which is divided into three parts. The first part is the analysis of the problems encountered by SMEs in China. The second part is about the significance of government procurement in the development of small and medium enterprises and the interpretation of their problems. The third part is the practice of government procurement policies for the promotion of small and medium-sized enterprises in China.The fourth chapter analyzes the beneficial experience of American government procurement to promote the development of small and medium-sized enterprises,the fifth chapter is based on the previous discussion of the international advanced experience,put forward to improve the government procurement policies to support the development of small and medium enterprises.The sixth chapter is case analysis, taking Jiangsu Province as an example,analyzing the current situation,the specific difficulties and the solutions of the government procurement to support small and medium-sized enterprises. The last chapter is the conclusion of this paper.
