In the the 1960 s,Japan borrowed the experience of the construction of new towns from the Europe,and planned to build social balanced and independent satellite cities with many job vacancy and city facilities in the suburbs of Tokyo.However,due to the lack of employment,residents had to work in nearby cities,leading to increased traffic pressure and costs.the city of the urban production of the separation of urban distribution,resulting in the decline of the new town,personnel outflow and urban economic depression.Shanghai Lingang Industrial Park began to develop and build in 2003 with vigorously developing new strategic industries.However,while the industrial developed,the park was still facing the lack of city facilities such as business,entertainment,medical services,most employees still choose to live in a convenient life outside the industrial park,the industrial park was changing to a pure factory zone.This kind of city lacking of industry will result in the lack of citizens,desolate economic environment,which will seriously affect the development of industrial zone.These two new towns are facing the same development problems----the city is not integrated,industrial and urban development is disproportion,employment and life in space is not balanced,which will bring negative impact.Due to the market failure and the special properties of public goods,it is difficult to rely entirely on the market to keep the balance of the industry and the urban function facilities development.In order to obtain advanced experience,the author analyzes the advanced successful experience of the Shanghai Jinqiao Economic and Technological Development Zone,Milton Keynes town near London,learning from these areas governments how to promote the integration of industrial and urban development.The domestic and foreign governments promote integration construction of the new town through making scientific and reasonable development plan,improving management system,improving the city function facilities and so on.These government measures played effective roleIn promoting the development of industrial and urban development integration.Since Dongguan Songshan Lake Development Zone established in 2001,it had undergo two developing stages : initial integration and the overall promotion.Promote the development and growth of industrial economy through making plans,making support policies,providing public facilities and other measures to retain capital,talents,technology and so on,Formed the industrial cluster to take shape,initially built to high level electronic information industry,biotechnology industry,robotics industry,new energy industry and cultural creativity "4+1" modern industrial system,built a Vanke Plaza,Yuehe Park,Central District Kindergarten,Community Health Service Center and other public service facilities,constructed a central Parkand other ecological parks for the development zone residents to create a livable living environment.However,in the process of promoting the construction of city integration,due to the lag of concept,the deviation of interest orientation and the disadvantages of management system,such as unclear promotion subject,not smooth operation mechanism and imperfect supporting facilities,still restrict the coordinated development of industry and city.In order to consummate the development zone plan,to conform development zone resources,to improve Development Zone public service supporting facilities,promotes the development zone industry and the city develop harmonize,the development zone Government should consummate the measure through the innovation idea,the management system.
