During the process of project management in modern enterprises, innovation has become the driving force for enterprise’s inexhaustible devolopment. Only by running the continuously innovative thinking through the whole management evolution can the enterprise upgrade its development to be fitted on constant changing of marketing environment and economic status and can the enterprise’s operation and pattern be more aligned with industry needs, thus ensuring the profitability and longevity of the enterprise.Especially when the enterprise is facing the significant changes in external environment, such as industry development, market requirement, technological change and other key factors, they are very likely to restrict the existing projects of enterprise objectively, thus affecting its internal management and operation, the mutual circulating restrict the normal development and operation of the enterprise. In this state, the enterprise will have a relatively high demand in the degree of management innovation in order to cater for the high degree of change, and the degree of change in innovation of enterprise management architecture, pattern and operation process generated will be higher.Under the environment that the reform and opening-up policy lasts for years and the overall domestic economic level develops rapidly, the development of domestic communications industry is also showing an unprecedented booming period. In this industry background, the domestic level of communication technology has been improving and the pace of change in communication enterprises is experiencing an unprecedented rapidly developing period. With the commercial applications of 4G technobgy and new changes in network construction, investment and procurement and other management aspects constantly made by all operators, the overall market of domestic communications industry is affected by technical and management factors in this historic stage and is continuously changing. And the change in industry market also pushes the communication enterprises to keep continuous innovation. It guides the enterprises in constant innovation and development through continuous innovation in each level of the enterprise, especially the innovation in management level, thus it is able to deal with and adapt to continuous changes in the whole market environment sustainably. Keep the enterprise’s own business operation in a good state and maintain the enterprise’s sales performance and profit margin, to create the foundation for long-term sustainable development of the enterprise.Taking a domestic communication enterprise on behalf of CA company as an example, how does it deal with the change in market formats through the management innovation when facing such an industry market form? After the analysis of market development situation and direction in current status of the industry as well as business development status and evolution patterns that CA company has been adopting all the time, how to develop it into the Original management architecture and mode, and how to made initiative innovation in management level based on the actual market environment are deeply studied, so as to adapt to the demand of industry changes. The author tries to study the current management innovation modes in similar domestic communication enterprises as an unified subject, and constructs and innovates more effective management modes according better with the trend through the investigation and analysis of objective factors of each line and based on the problems that cannot fit themselves well with industry technology and market in the Original management mode during the process of planning to solve management problems, which has a beneficial effect on the development of modern domestic communication enterprises.On the basis of analysis and research on the theory of existing enterprises and project management, the paper makes an integrative research on domestic communication market trend and management mode of communication enterprises and summarizes the general development direction and emphasis of domestic communication enterprises at the present stage along with the investigation on the overall development factors of communications industry since reform and opening up in socialist market economy system, especially in the typical state of the progress in communication technology, and gets the necessity of initiative change in the existing internal and external environment by the analysis of the real business operation and administrative situation of CA company. By the comparative study on C A company’s innovation in the Original management operating systems based on industry technology and market, the author obtains the mutual inconsistencies and contrary points, conducts the initiative innovation in management mode of the company on this basis, designs and develops a management and operation system to adapt to new circumstances according to the characteristics of the existing industry, and emphatically considers its operability to ensure the effectiveness of initiative innovation. In the case of significant evolution in industry market or technology, enterprises catering to the evolution of objective conditions through their own management innovation will be one of the necessary and the most effective way of enterprise development, the new management mode and architecture that the subject researches and designs have a certain practical guiding significance to the similar enterprises in the industry.The author mainly uses the following methods for the subject research in the paper, including investigation method, observational method, literature research method, case study method, function analysis method and experiential summary method and so forth. The data related to the management in communications industry and communication enterprises is collected mainly through the investigation method, changes in the industry and ways of enterprise innovation are observed by observational method, achievements in enterprise management and management innovation are consulted by literature research method for combined application, CA company’s case of management innovation is studied by case study method, the operational effectiveness of functions of each department of enterprise management is analyzed by function analysis method during case study, and finally certain guidance in management innovation of communication enterprises is obtained by a combination of experiential summary method and case study.
