Objects:This paper aimed to study the status of food safety supervision and the supervision efficiency in rural area, with Xuhui district served as the research object. This article performed qualitative analysis for the status of food safety of Xuhui district in 2013, conducted quantitative and qualitative analysis to study the status of food safety in producing, distribution and catering sectors. We evaluated the investment of the government in food safety administration and the efficient of supervision of each functional department to analyze key aspects and factors that affect the food security. This paper will offer a comprehensive understanding of food security situation in producing, distribution and catering sectors, analyze the problems and causes of various regulatory aspects, thus improve food security regulatory standards in Xuhui district. The purpose of this article also included summarizing the success and failure in food safety supervision in downtown, providing a reference for other districts, laying the foundation for the establishment of long-term monitoring of food safety supervision.Methods:The samples of this research are safety regulatory status of 8078 enterprises of food producing, distribution and catering in Xuhui, and the supervision efficient of Xuhui food safety supervision departments in 2013. Site survey was used to collect data by questionnaires, data was used to conduct quantitative analysis, and qualitative analysis was conducted by expert interview.Documentation method was used to analyze the status of food safety in specific area. Analytical hierarchy process of comprehensive evaluation method was used to investigate the status and supervision efficiency. Qualitative and quantitative analysis were used to analyze the problems of present supervision status of food production, distribution and catering. Qualitative analysis was conducted to study the key points influencing food safety status.Results:1. Xuhui district has only 26 food producing corporations, with 69% of which are small-scale enterprises. The sampling pass rate was 94.52% in food producing sector, with substandard products mainly produced by small-scale enterprises. The regulatory power on food production is inadequate, with every supervisor managing 8.7 enterprises in average. The Food testing capability and coverage rate in Xuhui district are to be improved, and the law enforcement and supervision were significantly lower than the overall level of Shanghai.2. There are 5164 food distribution enterprises in Xuhui district, which accounted for 63.8% of food enterprises. They showed typical urban food consumption characteristics of large liquidity and high dependence on foreign food. The food sampling pass rate was 92.7% in food distribution. There are totally 80 front-line supervisors in food distribution administration, with every supervisor managing 64.55 enterprises. The necessary professional assurance and supervising technologies were inadequate.3. According for 35.7% of all food enterprises, there are 2888 catering enterprises in Xuhui district, many of which are of high risk. The food sampling pass rate was 94% in catering, and the fast sampling acceptance rate was 96.3%. The contamination of microorganism is the distinct problem among food catering process. The level of catering supervision in Xuhui is equal to overall level of Shanghai city.4. The overall status of food safety in Xuhui is under control, and the district public satisfaction score was 82.5, higher than the city average.5. The sectionalized food supervision mechanism showed bad influence on supervision level and supervision efficiency, with the insufficiency of system, law and regulation, technology and supervision resource exposed.6. There is a blind zone of supervision with 1055 enterprises without license not included in the scope of regulation.Conclusions:The food safety monitoring overall pass rate was 94.5% in 2013, the supervisory sampling pass rate was 85.9%, and the rapid testing pass rate was 97.75%. There were 502 administrative penalties conducted and 5.761 million of fines accepted. No collective food poisoning occurred and the public awareness of food safety was higher than the city average. The overall food safety situation safe was under control.The major supervision of Xuhui district focused on high-risk food producing enterprises. Weak points of supervision existed in small scaled food producing enterprises, catering enterprises and food distribution enterprises without licenses. The annual frequency of inspection of food regulation, monitoring coverage, sampling pass rate and the regulatory performance indicators in administrative penalty rates unchanged in Xuhui district were almost equal to the overall level of Shanghai. Supervisors on food producing, distribution and catering were inadequate. The evaluation index system of evaluation is not uniform among all sectors, and the evaluation was not included in government performance evaluation system.
