Research On The Role Of Government In Employment Of Landless Peasants Under Inner Mongolia Urbanization

Urbanization is an inevitable trend of development of human history and a country(or region) the only way to achieve modernization,which is important part of China’s future development plans.In recent years,the Inner Mongolia region of urbanization continues to accelerate,and along with the increasing urban population,land size towns expanding,demand for land is strongly increasing.When the town’s land continuously run out,the requisition for farmers’ arable land has become a major source of town land.The large number of rural land’ s requisition spawned the landless peasants,and there will be a problem appearing which is the employment of landless peasants that is important part in domestic and outside research fields. Employment problem of landless peasants not only the vital interests of farmers,but also related to long-term stability and the country’s economic development,so as a public interest representatives,the government should assume the primary responsibility to provide employment service.In solving the employment problem of landless peasants,the government at all levels and relevant departments should have the responsibility and a sense of urgency to guarantee their employment,to provide employment services to farmers,to create a good employment environment,and all the while,the government should play the most important role.The article focuses on the research of roles the government playing on the background of landless peasants’ unemployment in urbanization,using Keynesian theory of employment,social justice theory,and human capital theory,making using of literature analysis,empirical study of comparative study,and other methods to study of landless peasants in government’s unemployment problem.The article discussed from four parts:the first part is an introduction,discussing the origin and significance of the research,analyzing the present situation of the research;The second part is the basic theory of the role of government on solving the landless peasants’ unemployment problem during the urbanization,whose first part is the interpretation of the relevant concepts,followed by theoretical foundation and government policies,and the last is an analyzation of the government’s effect on in this situation;the third part is analysing the government role of dealing with the landless peasants’ employment problem in Inner Mongolia urbanization,and analyzing the current situation of landless peasants employment and the lack of government’s role on this problem through questionnaires;the fourth part is the path to achieve the government’s role in improving landless peasants’ employment in the Inner Mongolia towns,and making some countermeasures and suggestions to promote landless peasants’ employment.
