| Small town land grading covers multiple research areas, a improved small town land grading work plays a positive role both in implementing general land use plan and promoting sustainable utilization of land resources. The superiority and inferiority of land level could objectively show the merits of land quality. According to the requirements of China Small Land Grading Procedures, land grading results should be updated every three years on the basis of last grading results. However, because of the restricting by funds, equipment and technology, the results update is relatively slow, and it is hard to report the fact of all levels of small town land market. Especially, the results cannot be used in neither profit-oriented land hanging out nor land price assessment, which restricted the expression of land price adjustment. Consequently, it is extremely essential to supply and improve the small town land grading method.In this paper, I began the research from the theoretical analysis of land grading, and evaluated the main problems in the land grading method when it is used in small towns objectively. Combining with the analysis of particularity of small town land grading, I rewrote several revised common land grading methods in order to provide the small town land grading paradigm. The paper is based on multi-factor evaluation method. On one way, I used statistical principal component analysis in the software SAS9.0 to get the grading factors and revised the selection of them to ensure both the combination of economic and non-economic factors and the combination of qualitative analysis and quantitative analysis. On the other way, I used comprehensive empowerment method to revise the weight, integrated the subjective weight and objective weight through mathematical operation, which is trying to show the small town land grading factor weight more exactly. Dehui had done the last grading in 2008, seven years ago, so it is necessary to upgrade the grading results. In this research, I got following conclusions taking Dehui as the epitome of small towns grading through empirical research.(1)The characteristics of small town land grading are different from city or urban, so the common methods before are not suitable for the particularities of small town land grading.(2)To correct the selection of small town land grading factors, we should take based on urban land grading procedures for primary, and then extract the further factors through principal component analysis. We should use comprehensive empowerment method to revise the grading factors’ weights.(3)The revised small town grading factor methods have been defined by relevant experts, and the results have passed by the test of land market transaction price. |
