Urban land is the basic means of production in urban economic activities and production activities, and is the basic material conditions of the urban people's life and survival. The beginning of the founding of the PRC, China's implementation of free land use system, resulting in a waste of land resources, a serious loss of revenue in the state-owned land, unfair competition in enterprises and other phenomenon, which has seriously hampered China's economic development. Therefore, compensation for the use of the reform of land-use system is imperative. China's urban land evaluation of the practice is developed with the reform of land-use system, land valuation and classification is produced in order to meet the needs of the reform of land-use system. The implementation of the system of compensation for the use of land called for scientific assessment for China's urban land. Classification of urban land valuation system is taking shape gradually.Urban Land Grading is to assess the land quality within different sections of a city. Evaluation of land is basis of the state-level land tax and land policy formulation and land planning. The practice of urban land use classification often more comprehensive evaluation of factors. The method can be considered various factors that impact on the quality of the land, However, operating with relatively cumbersome and heavy workload, and the impact of factors is often difficult to accurately quantify. Comprehensive evaluation of multiple factors formed under the circumstances that the land market has not yet formed. Now in some more developed regions, the land market has developed well and the land transactions are relatively rich. Therefore, in these regions, we should explore new ways of land grading. The paper proposed grading urban land to price, which is based on the premium level of consistency in the urban domain space of land area, identified land-level. The article in view of our land market growth condition distinguishes between the tradition by the nature grade law, proposed the cities land classification district by the price grade law. The method is the first urban land-use classification, according to different categories of land in space on the level of consistency or differences in classification of land blocks, developed land area of the district-premium space to divide the land-level clustering.The article based on the value of the land, location theory and the theory of rent, etc. From the theoretical and empirical on the grading to price to carry out the research. First, the Urban Land Grading understanding of the historical evolution was explained, discussed the nature of urban land classification. Second, the connotation of grading to price is defined, and based on rent theory and location theory, that urban land prices to determine the level of the land. Third, the method of grading to price were compared with the method of comprehensive evaluation of multiple factors, and the method of grading to difference of income. Further evidence the applicability of the grading to price. Finally, taking Nanan City commercial land classification as an example, borrowing the relevant knowledge of space clustering, the feasibility of grading urban land to price in practice is proved.
