Research On The Planning And Site Selection Method Of City Affordable Housing

With the acceleration of urbanization process in China, domestic current resear--ches on housing-related issues have been gradually increased and made a qualitative advance both in breadth and depth to improve the adjustment of housing structure and promote the steady development of the economy while ensuring the implementation of livelihood projects. However, the domestic current researches in various discip--lines,including urban-planning, has focused on the macro level, just like the con--struction system and the building systems of affordable housing. It lacks of the research on implementation approach to planning, as site layout and demand judg--ment. This resulted in the actual construction of affordable housing, make it un--satisfactory.Therefore, in this article, it intends to make a deep study on the housing building planning and layout of affordable housing. After the analysis of the comp--osition of its influencing factors and implementation approach, the thesis tries to find the internal rules and explores ways to build the evaluation criteria in the urban housing lay-out and site selection process. It also tries to give a scientific guid--ance to rational allocation of residential land and achieve the equalization, effective--ness and and scientific of commercial housing land use and affordable housing land use. Then it will further provide some reference or other cities.First of all, the author collected relevant information of construction system development,housing layout and construction stie layout about the affordable housing, a total of three levels at domestic and foreign. After the study found that: Currently, the research of housing site layout for affordable housing in China,mainly from technical level and institutional level to carry out.In the study of the technical level, AHP, GIS and other technical methods for the housing site layout for affordable housing has been widely explored. But the research is often separa--tion with policy, management and other institutional level, lack of communication and collaboration. It needs further improvement. As such, how to strengthen links between the two-parts, establish contact between qualitative and quantitative, con--sider the housing site layout for affordable housing is the inevitable trend of its research and development.Secondly, the author take the current problems of affordable housing plan--ning and site selection into account, make a summary about the characteristics of reasonalbe siting.After combining the results of the questionnaire survey and inter--views with experts, obtained the wishes of the residents and the expert views,the author extract the influencing factors which impact on the affordable housing planing and site selection. On the basis of five categories,environmental factors, safety factors, life factors, economic factors and policy factors, completed the con--struction of evaluation system on the affordable housing planning and site selec--tion. Then, calculated the weights of related evaluation system.On the basis of the evaluation system of affordable housing planning and site selection which has been identified, the author make a quantitative evaluation analysis and superimposed integration of each single factor which affect on the affordable housing site in Bengbu. Though the quantitative analysis of the factors which have an influence on the planning and site selection, in data and drawings two outcomes, have to intuitive point out the current shortcomings and advantage of affordable housing planning and site selection in Bengbu districts. At the same time, in Huaishang District,for example, make a further exploration of the evalua--tion results. Research whether it can conduct scientific guidelines on the further construction and development direction of affordable housing which has been built and the arrangements of timing about the layout siting and construction of affordable housing which will been built.Finally, based on the construction development of the affordable housing in Bengbu,combined with the evaluation results of its housing site layout, the author proposed the optimization strategy of the mode of housing site layout for afford--able housing. It can be divided into three areas, the change of thought,the update of Mode and the norm of management. The purpose is to provide a reference for the housing site layout for affordable housing in other cites.
