Study On The Site Selection Of Low-income Housing In Jinan

It is everyone's dream to have a sweet home, but in China's major cities, due to the high current housing price, some low-income groups are unable to buy or rent houses. To solve the housing problem of these people, the policy of the low incoming housing has been introduced. But in the process of building low-income housing, some are built in the outskirts of the city, and most of them don't have appropriate facilities. It causes not only the inconvenience for residents, but also the traffic pressure in the city and a waste of resources. Besides, the uneven distribution of social resources have lead to different groups of social segregation in housing, making many low-income families had to give up purchasing and the work didn't achieve the desired results. How to carry out scientific and rational location of low-income housing is the main purpose of this study.This Case Study of Jinan, from the analysis of the phenomenon that the current improper location of low-income housing (through site survey and questionnaire and other means), using the combination of qualitative and quantitative way of low-income housing in Jinan City to site evaluation of the current situation; from the supply angle and demand angle of low-income housing in the location of power mechanism and decision-making mechanism. In the demand aspect, finding out what are the primary factors that low-income groups consider when they choose their living location. In the supply aspect, finding out what factors influence the final location of low-income housing and how to change these factors so that the final location of housing can meet the low-income groups' will; and sum up the site features of affordable housing, low-rent housing, public rental housing which are the three different types of affordable housing.In the Measure section, this article comes up with suggestions and strategies from the three angles of low-income housing in Jinan-policy formulation, formulation, and implementation ensuring the implementation of site selection. For the location problem in the main city, taking "filter housing" as the main strategy; and other strategies like converting pert of those available second-hand housing into low-income housing; for the location problem in eastern and western city, taking "location and industrial integration", "Location and Public traffic connections"," combination of site selection and public service facilities "," site to meet the economy "and other principles, to establish a location for affordable housing," many factors affect the range of superposition, in order to achieve the final goal that using different methods to choose the location of low-income housing in different regions of Jinan City; and achieving the objective of full coverage of the site selection.
