Technology-based small micro enterprise is mainly engaged in high-tech product development, production and sales or small and micro enterprises through technology development, technology consulting and other marketing activities to achieve social technology commercialization. Technology-based small micro enterprises are small, flexible operations, strong technological innovation capability, developed rapidly.At the same time,Technology-based small micro enterprises’ fund is weak, lack high-tech talent and product simplex.So,Technology-based small micro enterprise more should pay attention to strengthen technology innovation and high-tech talent training.The object of study are technology-based small micro enterprises,and using empirical analysis method research the abilities of enterprise technology innovation and personnel training in different modes,and analysing methods to improve abilities of enterprise technology innovation and personnel training.First,the paper analyzes the present research situation of technology innovation mode,technology innovation, personnel training,think that technology innovation ability and talent training ability has become the key elements which restrict the development of the enterprise.Then, combining with the characteristics of technology-based small micro enterprises study the definition of technology innovation and technological innovation ability,and study the classification of the technological innovation mode,study on the basis of innovation theory and human capital theory.To meet the needs of the purpose of this study design the questionnaire and use the method of documentation and questionnaire survey to study.In data analysis and hypothesis testing stage,referring previous studies to determine the enterprise technology innovation ability and training ability evaluation models.This paper uses the analytic hierarchy process(AHP) to determine evaluation models.The analytic hierarchy process(AHP) complicated a multiple-objective decision-making problem as a system,decomposed the goal into multiple goals or standards,and then decomposed into multiple-index(or criterion, some level of constraint),through the qualitative indexes quantitative method to calculate the level of single sort(weight) and the total sequencing,prove to be the target(index), scheme optimization decision method of system.Through the sample selection and collection and collation of the questionnaire and the reliability and validity testing to determine the final effective sample size.using the software of SPSS analysis the data to arrival at a conclusion:independent innovation mode is more conducive to the cultivation of the ability of technology innovation ability and the ability of training.Last,the paper puts forward countermeasures to improve enterprise technology innovation ability and enhance the cultivation of the ability on the basis of positive analysis.The innovation of this paper lies in the use of AHP to determine the weight of each index in evaluation systems,provides a new idea for the enterprise technology innovation and talent cultivation.The research method is innovative, the conclusion is of practical importance to study.
