Since the 1990s,Western governments have changed the Public administration from the traditional "management" mode to the "citizen - centered" management system in China, People-oriented Service Concept has been turned into reality in the Progress of executive management. For the first time,our government wrote a report on the implementation of building a service type government,while the new Public service ideas are changing the Public administration mode of our government. In the tide of New Public Service, as an inseparable part of the government Public administration, the tax reform is inevitable. Service-oriented tax authorities emerged in such a big tide of administrative reforms.As an important part of the financial services and a new idea of management of tax, to provide quality, efficient, convenient service for the taxpayer has become the theme of development in the worldwide taxation,and it is widely used in the modern tax collection and management.Accordingly, this article attempts to get started from a service-oriented government philosophy and to explain the tax service concept, significance and the application, in tax collection and management. the full text is divided into four parts as follows:The first part, the meaning and goal of this paper, relevant literature reference, expounds several main concepts of this article, points out the research ideas, methods, characteristics and deficiencies.The second part, from the service type government extends to the tax service, expounds the concept, significance, tax service system, principles and modern tax service principle.The third part, is the introduction of the 12366 hot-line, explained from the introduction of the countrywide 12366 hot-line, the introduction of Shanghai’s 12366 hot-line and the status quo of the 12366 hot-line.The fourth part, is the Service performance evaluation of the Shanghai’s 12366 hot-line、the practice of Shanghai Municipal bureau of taxation and the advice of how to improve the effect of service of taxation hot-line.
