The Study On Performance Evaluation Of The Resettlement Housing Project

In recent years, with the rapid development of China’s economy and urbanization process, a large number of rural collective land be included in the scope of demolished buildings. In order to solve the housing problem for the people who are to be demolished, the government built special resettlement housing. China currently has not authoritative, scientific standards to objectively, scientifically evaluate resettlement housing project performance. Therefore, combining with the actual to studying the performance evaluation of resettlement housing project, has great practical significance for improving the construction quality and management level of the resettlement housing, also for guaranteeing smooth implementation of resettlement housing project.In this paper, according to the characteristics of resettlement housing project, through defining the basic meaning of resettlement housing project, clear the relevant concepts of housing project performance evaluation, performance evaluation theory, based on the characteristics of resettlement housing project, expounds the connotation of resettlement housing project performance evaluation, function and application, discusses the theory of performance evaluation of resettlement housing project. Classification based on the performance evaluation indicators, construction of the performance evaluation model of project, a comprehensive performance evaluation of project performance evaluation of housing for the purpose, principle, process and method respectively were analyzed. Through the effect of the completion of the project, project efficiency, equity and sustainability effect effect four aspects to establish a performance evaluation index system. By using the Delphi method(Delphi), expert interview, data classification and collection methods such as analytic hierarchy process, and establish the synthetically index system of resettlement housing projects as well as the weight, to ensure the accuracy and scientificness of resettlement housing project performance evaluation. Using the perfect performance evaluation index system and build a quantitative model for performance appraisal, has carried on the case analysis, verify the perfect performance evaluation index system and builds a quantitative model for performance evaluation of the feasibility of the maneuverability.
