Research On Performance Assessment In Local Taxation Bureau Of HY County Based On Balanced Scorecard

Recently, there are great improvements happening in Political, Social and Economic areas of China, Taxation work met many fresh problems and challenges, The management style of tax bureau is also to convert from administration into modem service. As the grassroots of the tax bureau who are responsible for tax revenue, it is important for them to adapt to these new changes, how to enable organizations or employees’ Capability and Enthusiasm, fairly, objective and accurate assessment to their job, It’s very Important to establish a complete and systematic assessment procedure.In the previous assessment at basic level tax dept, exposed a lot of disadvantages, such as unsystematic assessment design, unreasonable target, missing communication and feedback, not suitable for execute, etc. Therefore, we must set up a science, system, efficient, standardized and easy to execute performance assessment system, considering our national conditions and actual situation in basic level tax bureau, following the spirit of People orientated, drawing lesson learned in the successful experience from oversea and enterprise. This article is exactly on purpose of this, taking HY County Local Taxation Bureau as the research object, taking basic level tax bureau’s performance assessment as the research content, we analyzed current performance assessment situation and problems in HY County Local Taxation Bureau base on related theory. Using the Balanced Scorecard as Strategic management tool, created this brand new performance assessment solution, a detailed instruction was given to the design ideas and specific targets, furthermore, the requirements to ensure program running were indicated.The research work of this article is highly operable and pertinence, not only provided theory basis to development of performance assessment in basic level tax bureau but also provide a valuable practice to improve their efficiency, standardize the tax management, motivate innovation spirit, promote the development of tax revenue, Constructing Socialistic Harmonious Society.
