Therefore, research on how the government to promote employment, how to play the role, it is very practical significance.As a matter of fact, the promotion of employment is economic society problem of the Vietnamese and state special interest. In policy and the implementation, Since (1986), Government and society has been creating more employment opportunities efforts. According to the employment of my country, investment and development, the implementation of a series of widely expanding diversified production and service industry policy; to satisfy the employment supply and demand balance, to promote the employment development, to establishment of the labor market. According to statistics, during the period of 1996-2000 years, Vietnam creating 120000 jobs for every year. In the period of 2001-2010, created170000 new jobs every year. At the same time, adjust the employment structure, to improve the manufacturing industry and service industry the proportion of workers and to reduce the agricultural labor population. All these measures are to promote the employment development and to achieve the certain results, but also there is great improvement space.In recent years, caused some social problems, the Vietnamese Lang Son Province natural growth in population and foreign population increase gradually so population pressure and the pressure of employment increase, that is effect to urbanization process and quality. Based on the experience of other countries with the government functions and other related theory view of Human resources development and labor transfer. How to give full play the functions of the government promoting employment, to promote the transfer of rural labor force, to promote the positive effects the employment, to solve the employment problem of labor force the Lang Son Province area, and to find the effective route to promote the social and economic development.
