China has a number of resource-based cities which are widely distributed, the State Council issued the 2013-2020 national resource-based sustainable urban development planning for resource-based cities made a clear plan. Plan covers 262 resource-based cities. Since the establishment of the new China, resource-based cities have producted more than 50 billion tons of coal, about 5.5 billion tons of crude oil, about 60 million tons iron ore,about two billion cubic meters of wood, in the "first five" period, there are 53 of 156 national key construction projects laying in resource-based cities, which occupies about 50 percent of the total investment, the independence and integrity of the establishment of China’s economy has made a historic contribution to the promotion of economic development. However, due to the current domestic and international political and economic certainty, stability decline, China’s economic development has emerged unbalance, unsustainability and other issues, which lead to the sustainable development of resource-based cities. In order to promote the cities, based on resource-based sustainable urban development plan for the resource-based cities, the paper selects 90 resource-level city as the research object.First, the paper analyses the status of their energy consumption, it found that the total energy consumption of resources-based cities increased year by year, but the growth rate showed a downward trend;per capita is still at a high level.Next, the paper selects the GDP growth, energy consumption per unit of output, per capita energy consumption, population density, and energy space factor as factors, using the LMDI to build a resource-based factor decomposition model of urban energy consumption, and analyses decomposition factors affecting 90 resource-based cities of the energy consumed in 2002-2012 by using the LMDI and calculates contribution rate of the energy consumption of the resource-based cities, and the overall resource-based cities different types of resource-based cities, the difference factors in different regions of resource-based cities, different scale resource-based citieswere analyzed. The results showed that:Based on the overall factors decomposition results from resource-based cities, the cities still have a strong "energy dependence", "high energy consumption" trend, but the growth rate of total energy consumption has been shown to gradually released slowly, which indicates that resource-based cities enhances the transformation of economic development mode.Based on factors decomposition results from different types of resource-based cities, the growth resource-based cities paied insufficient attention to technological innovation and upgrading industries; population density caused a waste of energy consumption. Mature resource-based cities still had a strong dependence on energy consumption; population density leaded to a waste of energy consumption. Energy consumption had become a constraint recession-type resource-based urban economic growth "bottleneck", which gradually increased technological innovation and industrial upgrading of the investment. Regenerative resources city basically ran out of resource-dependent, which had made remarkable achievements in technological innovation.Based on factors decomposition results from different areas of resource-based cities,GDP growth had impacted on energy consumption in eastern resource-based cities.The influence of GDP growth in central resource-based cities followed.Population density in west resource-based cities caused a waste of energy consumption;energy coefficient spatial support three types of resource-based cities of the contribution of urban energy consumption are negative, it indicated that central and western cities have made certain achievements in the control of space expansion.Based on factors decomposition results from different sizes of resource-based cities, the population density lead to a waste of energy consumption in large resource-based cities. Large resource-based cities are gradually enhance their technical innovation. Compared to other cities, the population density of large resource-based cities is more reasonable. Technological upgrading and industrial restructuring of medium-sized resource-based cities need more attention and more investment. GDP growth plays a major role in energy consumtion in four types of resource-based cities; low-carbon lifestyle can reduce the energy consumption of resource-based cities.Finally, based on the above conclusions,this article proposes five suggestions to improve the situation of resource-based energy consumption in the process of urban economic growth:building long-term mechanism to control total energy consumption; accelerating the upgrading of industrial structure;broadening funding channels, go scientific and technological progress and sustainable development road of combining; classification of various types of resource-based city guide scientific development; adjusting the structure of energy consumption,changing people’s attitude to consuming.
