In2010,China’s total economy exceeded Japan,being the second largesteconomy. China’s energy consumption grow rapidly as the GDP increases quickly,which not only causes the damage of environment but also brings us the problem ofenergy safety. At present, our country is in the progress of industrialization,soindustry is the main body of energy consumption. Doing in-depth study on energyefficiency and structural change of industrial sectors is very helpful for us to reducethe energy consumption, lower energy intensity and make right energy policy.Guangdong province,as the experimental field of reform and opening up policy,leads in the pace of economic development and economic total for a long time.Guangdong province is irreplaceable in China’s economy. Guangdong’s industry iswell developed and it plays a very important role in Guangdong’s economy, in therespect of both pace and total of economy. As a developed industrialized province,Guangdong consumes large quantity of energy every year. So decomposing the indexof energy consumption and analyzing the factors influencing energy consumptionhave a wonderful practical significance.This paper calculates the scale effects, technical effect and structural effectwhich contribute the change of energy consumption based on the panel data ofChina’s40and Guangdong’36industrial sectors during the period from1999to2010.The result shows that technical effect makes a positive contribution to reduce energyconsumption and scale effect, structural effect’s contribution is negative nationally. Inother words,China’s industrial energy efficiency is making progress but our policywith the purpose of adjusting the economic structure are not effective. The result alsoshows that Guangdong’s technical effect and structural effects make a positivecontribution to reduce energy consumption and scale effect’s contribution is negative.In other words,Guangdong’s industrial energy efficiency is making progress and it’spolicy with the purpose of adjusting the economic structure is effective.
