Urbanization is the sign of human progress. Urbanization is associated with the occupation of cultivated land, and sacrificed the arable land. According to international experiences, China has entered a rapid development period of urbanization, the occupancy of arable land will continue to increase. The ecological construction land in China is also increased due to the social and economic development. From the supply perspective, the land resources in China is extremely serious, such as the difficulties to increase the total amount of cultivated land with limited reserve arable resources, and a part of high quality arable land has been seriously polluted. In the context of rapidly urbanization, the contradiction between human and cultivated land has been increasingly prominent. Land issue has been a fundamental and strategic factors to the urbanization process, the food security and the sustainable development of society.In order to reach the demand of urbanization land without the threat of food security and social sustainable development. In summing up the past "hierarchy approval" based on the short comings of the land management system and taking the international experiences as lessons, from the late 1990s’ implemented the use zoning regulation, the land use direction controls and the diversion of land use regulation by program management, licensing, supervision and punishment which are all based on the land utilization planning. The amount of the construction land and the scale of farmland into construction land had been controlled, and the protection on cultivated land was implemented successfully. Aims at realize the balance of the amount of cultivated land.During the past more than 10 years land use regulation, overall plan for land utilization took a well performance, cultivated land resources had increased dramatically. Not only the tendency of farmland occupation by construction get retarded, but also the downtrend of cultivated land resources have been inhibited. Compared with the "hierarchy approval", land use regulation effects remarkable. However, the incremental demand of urban-rural construction land expansions, the repeated of illegal approval of land use and occupations of land, the waste of urban-rural construction land and the quantity and the quality of newground in the construction land supply by "increase and decrease hook" is difficult to guarantee, which are all seriously affecting the effects of macro-control policies. The land use regulation needs a further improvement.Combine with the land use regulation problems in operation, and using the experiences of the development counties such as the US and Japan, our innovated land use regulation is mainly embodied in the following aspects paths:first of all, strictly confine the land use conversion by public interest; secondly, change the awareness to the regulation and improve the efficiency of urban construction; thirdly, enhance the deterrence and enforcement of overall plan for land utilization; the fourth, control the urban expansion trend of cultivated land with urban growth line; the fifth, adopt the market-oriented policies of land use conversion, in order to improve the farmland costs, and control of farmland excessive occupation; the sixth, implement the quantity and quality of the urban-rural construction land "double hook" policy to achieve the policy of "pothook if city construction land increase and rural construction land decrease" as the purpose of the design.
