Study On The Establishment Of Farmers’ Professional Cooperatives Under The Perspective Of Policy Support

Farmers’ professional co-operatives is a kind of mutual cooperation economic organizations that it is set up under the principle of voluntary, democratic management. After reform and opening up,our country’s economic system reform started from the countryside.The household contract responsibility system for production made farmers obtain the land management autonomy.It liberated the rural productive forces greatly and rural backward production began to change.Based on this,with the continuous development of the socialist market economy in our country,in order to solve the problem in the information,technology and production material supply issues,farmers that engaged in the management of related agricultural products combined to establish mutual economic organizations,and one of the most important one is the farmers’ professional co-operatives."Specialization" and "organization" business model of farmers’ professional co-operatives promotes the adjustment of agricultural structure and enhances the ability of farmers to participate in market competition.It injects vitality for the rural economic development.In recent years,the government and enterprises gave farmers’ professional co-operatives’ support on material and technology and so on.At present,Our country’s farmers’ professional cooperatives has developed into many kinds of development models including cooperatives based on rural management, cooperatives guided by agricultural leading enterprises,collective-economy oriented cooperatives, and guided by local governments and etc.This paper,which is based on the Hundred of villages observation research of Institute for China Rural Studies in Central China Normal University and the author’s research in liangping county of Chongqing,uses the process of Hu pomelo professional cooperatives of Chongqing sand Village as links,mainly elaborates the establishment of farmers’ professional co-operatives under the government policy support from the longitudinal angle that is the origin of professional cooperatives ——the implementation of returning farmland to forest policy;the establishment of professional cooperatives— the township government and village1 action effect under the policy of’development characteristic benefit agriculture" policy in tiger Town;the operation of the cooperative cooperatives——technology, information and capital supply etc support policy in the farmers’ professional cooperatives law.Based on this analysis,in my opinion,government policy is the exogenous motivation of the the establishment of professional cooperatives and the endogenous power is the action of plural effect under the stimulation of policy.Meanwhile,in order to avoid the formation of "rely on" psychology of members and the cultivation of cooperatives’ viability, this chapter thinks of the limits of policy support in the last to ensure the implementation of the policy that it can promote the development of industry,satisfy the interests of the members and reach the limits of its Intended purpose at the same time.
