In today's world, the scientific and technological development changes with each passing day. The dependence of the economic and social development to scientific and technological progress strengthens increasingly. The scientific and technological strength have become to be the main factor to decide the integrated strength and core competitive power of a national or a local region. The status and function of technology as the first productive forces are more and more prominent. As a carrier of science and technology, the person with ability in the technological innovation is becoming a global strategic resource. They are received recognition highly by various countries. Training and introducing technologically innovational person with ability, especially the talent resources in high-level, are becoming the strategic measure of every country to enhance scientific and technological strength, seize the commanding height of high-tech industry development strategy and maintain strategic advantages in technological innovation. As a multi-ethnic border province, Yunnan is rich in natural resources, but it is still at the low level of Socialism entry-level stage in the economic and social development due to historical and natural factors. The development of Yunnan in economy, society and technology has been delayed chronically by the lower lever ability in technological innovation and the shortages of person with ability. From the whole status quo of scientific and technological personnel, we could find the main problems include the insufficient total quantity of person with ability, the unreasonable structure and the innovational capability urgent to be enhanced. It is proposed on the 16th Congress of Communist Party of China that we must concentrate on building the higher level well-off society which is of benefit to the thousand million people in the first two decades in this century. To carry out this grand target, we have to depend on scientific and technological progress and innovation. Only if have we the development and innovation of science and technology, we will step on the path of science development. It is the important period in the next 15 years for the Yunnan province to promote economical and social development relying on the scientific and technological progress, narrow the gap with the developed provinces and realize the well-off society synchronously with whole nation in an all-round way. This goal not only provides a new historic opportunity for the construction of scientific and technological personnel, but also put out a new and higher demands.Based on the concept of human resources and the related theory, the thought of person with ability in china, the survey of the domestic and foreign scientific and technological person with ability and the constructional strategy and developmental tendency of scientific and technological personnel are briefly introduced in this paper. By reviewing the construction and developmental course of scientific and technological personnel in Yunnan province, the related theory of human resources is applied to summarize the successful experience and the insufficiency in constructing scientific and technological personnel and forecast the demand of scientific and technological personnel with the development of economy and society in the next 15 years according to the status quo of scientific and technological personnel in Yunnan province. The concrete countermeasure of the guiding ideology, the goal, the key duty and the related constructional mechanism and measure to construct the scientific and technical personnel in Yunnan province is also proposed in this paper.
