With the rapid development of social economy and the rapid growth of international trade, container transportation has got rapid development with its advantage of high efficiency and high collaboration. The port plays a more important part in the world today, being not only a key link in global supply chain, but also the hub of various modes of transportation. Therefore, it has inevitably become a large energy-consumer and caused serious pollution in ports. Nowadays, the environmental cost is becoming increasingly higher and the resources are getting scarce. Therefore, energy conservation, emission reduction and low-carbon production have become the world consensus. In this case, low-carbon port is the only way which must be passed for the port development in the future.Based on the relevant theories on low-carbon economy, this paper firstly introduces the concepts of low-carbon port, the factors effecting the development of low-carbon port and the developing goals of low-carbon port, offering a solid basis for constructing the low-carbon port evaluation system. Secondly, it analyzes the construction principles of evaluation system, contributing to constructing the low-carbon port evaluation system and discussing all relevant indexes. Thirdly, the paper gives an overall introduction of common evaluation system and takes Hierarchy-Entropy Weight Method as the main research method. Fourthly, the paper takes Ningbo-Zhoushan Port and Yantian port as the study case and collects the low-carbon condition in the last seven years of this two ports to evaluate their low-carbon ability. Finally, we carry out some appropriate solutions and suggestions for the construction of low-carbon port according to the evaluation results.In summary, the evaluation system and method are scientific, rational, simple and practicable in this paper, and the research is significant for both theoretical research and practical use.
